The meeting was held in the Historic Watts de Peyster Village Hall. It began at 7:04 PM.


Lisa Schwarzbaum announced that Amy Breedlove would be a voting member for this meeting.



Minutes from March 27, 2023 were reviewed.

JP Ward made a motion to approve the minutes from March 27, 2023. Pamela Morin seconded. 3 in favor; Amy Breedlove abstained. The minutes were approved.

New Business

Plane Hall – Site Plan Review and Special Permit for Change of Use from Place of Worship to a Cultural Facility


Tyler Drosdeck was present to represent the application. The owners of the former St. Sylvia’s church are requesting a change of use requiring a special permit and site plan review. The property is in the R15,000 and HO districts. It was a shared wish of the Village and the owners, Tivoli Hall Foundation, to make the space into a cultural facility. The programming will be determined by the needs and desires of Tivoli residents. The owners worked with the Village on parking. The parking lot across the street was given to the Village with an agreement that 16 parking spaces could be used for the cultural facility. Agreements with the Village were included in the application. Tyler Drosdeck stated that there are no exterior changes to the site. The site plan has all exterior lighting indicated.


Pamela Morin asked if any work has been done on the church and if there has been any mold remediation. Yes, interior work has begun. A first floor bathroom was added. Mold is not known to be an issue; the flooring is in good condition.


Lisa Schwarzbaum summarized the steps the application needs to go through and referred to a memo generated by the Planner. For environmental review, the action is Unlisted under SEQR. The Planner requested changes to answers 12 A&B on the EAF which the applicant did and initialed.


The applicant was asked about estimated attendees at events. He stated that there would be perhaps 25 events annually with an average of 200 attendees. Really it is up to the desires of residents for programming. The BIZEO determined that the maximum occupancy is 671. The applicant was asked to narrow down the range for attendance. There are two formulas used for determining occupancy, standing room versus tables. They will not have fixed seating.


The applicant was asked about the type of events. Lisa Schwarzbaum stated that the use has already been designated cultural facility.


Façade changes were discussed. There are no façade changes; the window openings are to remain the same. The Catholic Church removed the stained glass and it is the intention of the owners to replace the glazing with painted glass. There is an agreement outlined with the Village to replace the glazing only.


Parking was discussed. There is 3356 s.f. in the assembly hall requiring 14 parking spaces. There are 14 on street parking spaces available based on the frontage as well as the spaces in the parking lot across the street, so the project has ample parking.


There were questions about whether the existing exterior lighting is shielded. The applicant was asked if sign lighting is proposed. It needs to be shielded from crossing the property line. It will be shielded by the sign.


County Planning review must be completed because it is on a county road. The board requested that the application be referred to County Planning.


A public hearing is required for the special permit.


JP Ward made a motion to schedule a public hearing for June 26th at 7pm. Amy Breedlove seconded. 3 in favor. Pamela Morin abstained. The public hearing was scheduled for Monday, June 26, 2023 at 7pm.*


JP Ward made a motion to declare the application an Unlisted Action under SEQR. Pamela Morin seconded. All in favor. The action is determined to be Unlisted.


Lisa Schwarzbaum asked if there were any more questions or other items to discuss. No.
