Call to Order / Determination of Quorum
The meeting, held at the Historic Watts dePeyster Hall, was opened at 7:06 pm and a quorum was
determined to be present for the conduct of business.

Old Business
Public Hearing – 84 North Road Demolition: Chair Billeci opened the public hearing for the
proposed demolition of the house at 84 North Road. The owner of the property, Claude Guazzoni,
stated that his mother lives next door at 76 North Road. He bought the house from the previous
owner, Mrs. Singer, to keep the property from being developed. During the financial crisis, Mr.
Guazzoni ran out of money to fix up the house. A tree fell on the house during Superstorm Sandy
and put a hole in the roof. Since then the house has been broken into numerous times and pipes
stolen from inside. He doesn’t have the money to fix it up right now and can’t afford it keep it any
longer. The applicant stated that his choices are to tear it down or sell it off to a developer. He
would like to tear the house down, keeping it as a plot of land protecting the neighborhood.
The following residents spoke:
Dan Billeci, 98 North Road:
 Would not want it to come off the tax rolls because it would affect everyone in the Village
Ginny La Barbera, 68 North Road:
 She watched the house being built
 The house was gorgeous
 She is the caretaker and is mortified to see the shape it is in now
 She feels bad about it but it needs to be taken down
Kevin Marsh, 79 North Road:
 There have been a few break-ins throughout the years
 He thinks it would be best to take it down to prevent more break-ins
 Kids might be getting into the house
 Best to take it down and have the area cleaned up
Susan Ezrati, 120 North Road:
 Asked Mr. Guazzoni if he was aware of the zoning changes in that area
 Those changes would limit the way that the area could be developed if sold
 Subdivisions are restricted
Ginger Grab moved to close the public hearing at 7:17 pm. Donna Matthews seconded. All in
favor. Motion carried.
The Board informed Mr. Guazzoni and Mr. Hill that they will need to bring more information to the
next meeting including the long SEQR form.
Skate Board Ramp, Memorial Park: Prior to the meeting Trustee Robin Bruno informed the
Board that the Village attorney confirmed that another public hearing will need to be held for the
new proposed location of the skate board ramp in Memorial Park. Donna Matthews moved to set a
public hearing for Monday, October 27, 2014 at 7:00 pm in Village Hall. Ginger Grab seconded.
All in favor. Motion carried.
New Business
Bike Rack, 66 Broadway: Applicant Gerard Hurley showed the Board the plan view of the bike
rack. It will be fixed to the pavement and will hold at least nine bikes. Mr. Hurley stated that any
time neighbors have a problem, they can call him. A discussion followed.
Donna Matthews moved to approve the bike rack at 66 Broadway. Ginger Grab seconded. All in
favor. Motion carried.
The Board reviewed the minutes from the August 25, 2014 Planning Board meeting. Donna
Matthews moved to approve the minutes as presented. Ginger Grab seconded. All in favor.
Motion carried.

Ginger Grab moved to close the meeting at 7:39 pm. Donna Matthews seconded. All in favor.
