Planning Board Meeting Minutes 7-28-2014

Call to Order / Determination of Quorum
The meeting, held at the Historic Watts dePeyster Hall, was opened at 7:10 P.M. and a quorum
was determined to be present for the conduct of business.

Site Plan Review – 53 Broadway (Hotel Tivoli): Chair Billeci stated that the applicant is
asking for square columns, a change of railings and a sign over the entry that says Hotel Tivoli
and a sign up in the corner that says The Corner. Chair Billeci stated that as a resident of North
Road he finds it very difficult when he comes to the stop sign to see west on Broadway because
of the two boxwood bushes that are there. He stated that he would make the site plan approval
contingent on removing the bushes or making them shorter so people can see Broadway when
they are at the stop sign. Mr. Molinaro agreed to this.
The lighting of the signs was verified that the Hotel Tivoli sign will be lighted from without and
above as will The Corner sign. A neon sign is not allowed.
John Hallstein moved to approve the square columns, change of railings and the signs contingent
upon reducing the plantings so that it does not restrict visibility of the roadway. Donna
Matthews seconded. All in favor. Motion carried.
Skate Ramp in Tivoli Memorial Park: The Board discussed this application. John Hallstein
stated that it would be a good thing to have the skate ramp in the park but not at the proposed
location. It would be better to have it closer to the road, near the bus stop, especially for
supervision and night time noise ordinance policing. Chair Billeci agreed. Donna Matthews
stated that it is important that activities are provided to engage all the age groups in our Village
and she has no problem with a skateboard ramp in the park. She agrees that the best place for
this would be near the bus stop.
John Hallstein made a motion to accept the premise that a skateboard ramp proposed by the
Village Board is a good addition to Memorial Park. Donna Matthews seconded. All in favor.
Motion carried.
John Hallstein made a motion to vote on whether the proposed location of the skateboard ramp in
the back of the Park behind the ball field is acceptable. Donna Matthews seconded. Vote:
Hallstein – no, Matthews – no, Billeci – no.
The Board, after walking the site in the Park, recommends that the skate ramp be placed closer to
the road near the bus stop.
The Board reviewed the minutes from the June 23, 2014 Planning Board Meeting and public
hearing. John Hallsltein moved to approve the minutes as presented. Donna Matthews
seconded. All in favor. Motion carried.
