REGULAR MEETING MINUTES
JULY 16, 2025
A meeting of the Village Board of Trustees was convened on July 16, 2025, at the Historic Watts dePeyster Hall, Tivoli NY. Mayor Emily M. Majer called the meeting to order at 7:04 PM.
Present: Mayor Emily M. Majer, Trustee Peter Baldino, Trustee Sarah Imboden, Trustee Emily Mangieri
Absent: Deputy Mayor Bill Shilling
Also Present: Danielle Chanler from PANDA, Suzy Morris
The mayor asked all present at the meeting to stand for the Pledge of Allegiance.
Approval of Minutes from Previous Meeting
Trustee Imboden made a motion to accept the minutes of the regular meeting of the Board of Trustees on June 18, 2025. Trustee Mangieri seconded the motion. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye; Trustee Mangieri aye.
Treasurer’s Report
The Treasurer’s Report for July 16, 2025, detailed a total of $81,718.58 in bills to be paid. The sum was large for this month’s report due to the insurance policy renewal for the Village as well as other annual payments: membership dues and contractual payments that post both annually and bi-annually.
On a motion by Trustee Baldino, seconded by Trustee Imboden, the Board voted to approve the Treasurer’s Report. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye; Trustee Mangieri aye.

Zoning Administrator/Building Inspector’s Report
Trustee Mangieri read the Monthly Report for June to July 2025 provided by Z3 Consultants. The report listed the following activities for the Code Enforcement Department: 13 building permits reviewed, 10 building permits issued, 2 complaints, 2 complaints investigated, 0 zoning/property maintenance violations, 0 appearance tickets, 0 municipal searches, 9 inspections, code enforcement training provided by Z3, and fire inspections.
Regular Business
The only agenda item for July’s meeting was Resolution 26-2025, Resolution Authorizing Rider 2 to Intermunicipal Agreement Between the Village of Tivoli and DCWWA (Dutchess County Water & Wastewater Authority). The Village and DCWWA entered an Intermunicipal Agreement (IMA) on February 27, 2019, amended by Rider 1 on November 20, 2024, in which the Village undertook a capital project for replacement of the water tank, including demolition of the former tank, refurbishment of wells, and replacement of certain distribution lines prior to conveyance of the system to DCWWA. Resolution 26-2025 will allow for the execution of Rider 2 to the IMA between the Village of DCWWA. As specified in Rider 2, DCWWA will create a work plan to remove all traces of industrial use at the former water tank site at Memorial Park through soil remediation. On a motion by Trustee Baldino, seconded by Trustee Imboden, all in favor, the Board approved Resolution 26-2025. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye; Trustee Mangieri aye.
Upcoming Meeting Dates
The next Board Meeting will be held Wednesday, August 20, 2025, at 7:00 PM at Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY 12583. The workshop meetings will take place at 6:00 PM on August 13, 2025, and August 20, 2025.
Tivoli Village Court Summary Report
As described in the Tivoli Village Court Monthly Report for June 2025, a total of $1,045 in fines, surcharges, and civil fees were remitted to the New York State Office of the Comptroller.
Police Report
The Red Hook Police Department Monthly Police Report Totals for the month of June 2025 were as follows: 15 incidents, 12 uniform traffic tickets, 0 parking tickets, 0 arrests.
Other Business
Trustee Imboden spoke about the Trash Surveys, stating that the Village is still collecting surveys online and in person (at the Library and the Clerk’s Office) and would ideally like to receive 75 surveys before analyzing the responses.
The mayor made special mention of two birthdays that occurred on the meeting date, July 16: Harry Cogan, who had been a long-time councilmember of the Town of Red Hook, and Janene Gentile, the 2nd Lady of Tivoli, Deputy Mayor Bill Shilling’s wife, who runs the Tivoli Artist Gallery on Broadway. Happy Birthday to both!
The mayor listed upcoming events in the Village:
- Friday June 18, 2025 2nd Village Summer Potluck at Village Hall at 6:00PM on the third floor
- Saturday June 19, 2025 Summer BBQ at Harris Smith Post #524 American Legion at 8 Tivoli Commons, Tivoli NY 2:00-4:00 PM. Chicken, pulled pork, and beef barbeque for $18
- Saturday June 19, 2025 4th Annual Fundraiser to Benefit the Tivoli Fire Department’s Capital Project at Container House, 231 Kidd Lane, Tivoli NY 6:00-10:00 PM. There will be a food truck and live music, for a great cause.
- Saturday August 2, 2025 Tivoli Day at Memorial Park 3:00-9:00 with activities and games, group photo taken at 5:00 PM, The 22nd Annual Tivoli Bakery Pie Eating Contest will be on Tivoli Day this year at 1 PM, as well as live music and kids’ karaoke. The Village is looking for volunteers to help on the day of.
Clerk’s Report
The Clerk’s Report for the month of July was read by Clerk Kris Cleaveland. The Village sold 400 trash tags, Treasurer Bonnie Day processed 2 payrolls, Clerk Kris Cleaveland assisted the meeting of the Zoning Board of Appeals on Monday July 7, 2025. The Village has sold 19 Yard Sale Day Permits and is still accepting applications for Yard Sale Day participants. The map will be posted on tivoliny.org the week of Yard Sale Day and available in print on July 26th. Summer Recreation Camp has 34 registered campers at the time of the meeting. Registration forms must be submitted by July 25th. The Village, Tivoli Free Library, and Harris Smith Post #524 American Legion are hosting the July potluck dinner on Friday, July 18, on the third floor of Village Hall at 6:00 PM.
Non-agenda Public Comment
Suzy Morris spoke to the board about hosting an outdoor movie night in the Village. She and the board discussed setting up time to talk to Tobi Farley, the Director of the Tivoli Free Library, to discuss partnering for the event.
Trustee Mangieri made a motion to adjourn the meeting. Trustee Baldino seconded. All in favor. Motion carried. The meeting was adjourned at 7:35 PM.
