REGULAR BOARD MEETING MINUTES
September 18, 2024
A meeting of the Village Board of Trustees was held on September 18, 2024 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:02 PM.
Present: Mayor Griffith, Trustee Baldino, Trustee Shilling, Trustee Mangieri
Absent: Deputy Mayor Majer

The Mayor asked all present at the meeting to rise for the Pledge of Allegiance.
The Clerk’s report included:
485 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
Deputy Clerk/Planning & Zoning Secretary, Bonnie Day, has been working with the Planning Board lately, and there is a potential upcoming project with the Zoning Board of Appeals
The Village Clerk’s Office will be Closed on Monday, October 14 to observe Eleanor Roosevelt Human Rights Day in Tivoli
Clerk Bruno mentioned she continues to work with the Director’s of Tivoli Fire Company, and is looking forward to the Chicken BBQ this Sunday, September 22, 2024. Tickets have sold out, she thanked everyone for their continued support, and mentioned it is always a great day.
Clerk Bruno, as President of the Board of Director’s, added that all documents have been submitted, the fee has been declared, and once sent in, the permit will be issued for the solar installation at Provoost Park.
Clerk Bruno went on to speak of the upcoming fundraiser for Diego Carvajal, being hosted by the Sons of the American Legion. She has secured about 30 items for the raffle/silent auction, along with gathered some generous donations. She looks forward to adding to the raffle/silent auction items, as well as collecting other donations for the event to benefit the family.
On a motion made by Trustee Mangieri, seconded by Trustee Baldino, the August 21 Regular Meeting Minutes were approved, all in favor.
On a motion by Trustee Baldino, and seconded by Trustee Shilling, the Treasurer’s Report for Abstract #4 in the amount of $32,329.50 was approved. Trustee Mangieri moved that the bills be paid for the abstract as presented, Trustee Baldino seconded the motion, all in favor.
Zoning Report
A Zoning Report, provided by Z3 Consultants, was read by Trustee Shilling.
Regular Business:
RESOLUTION Authorizing the Sale of Surplus Items of the Village of Tivoli; on a motion made by Trustee Baldino, seconded by Trustee Shilling; all in favor.
RESOLUTION Authorizing Purchase of a Belt-Driven Sander; on a motion made by Trustee Mangieri, seconded by Trustee Baldino; all in favor.
RESOLUTION Approving Update to Procurement Policy of the Village of Tivoli; on a motion made by Trustee Mangieri, seconded by Trustee Shilling; all in favor.
RESOLUTION Authorizing the Engagement of Trophy Point LLC for Value Engineering Review of Firehouse Design; on a motion made by Trustee Baldino, seconded by Trustee Shilling.
RESOLUTION Authorizing a Micro-Trenching Agreement with Archtop Fiber, LLC; on a motion made by Trustee Shilling, seconded by Trustee Baldino; all in favor.

Trustee Shilling acknowledged there was a ground-breaking event for the drainage project that had taken place at the firehouse on Monday, September 9.

Court Report: Trustee Baldino read the report which was provided by Court Clerk McGarry; $1,451.00 was remitted to the Office of the State Comptroller. No personal report.
Trustee Mangieri
Trustee Mangieri read the Red Hook Police Report, which was provided by the Red Hook Police. No personal report.

Mayor Griffith
Mayor Griffith remarked that if Deputy Mayor Majer were present, she would probably talk about the Tivoli Free Library, Tivoli Bays, and Historic Red Hook. Two upcoming events are Cirque Kikasse in Memorial Park on Saturday, September 21, 2024, and Tivoli Street Painting Festival on Saturday, September 28, 2024. In order to sign up for street painting, go to the Street Painting Facebook page, Tivoli Street Painting Festival. Mayor Griffith thanked the Town of Red Hook for the street sweeping, and also Dutchess County for allowing the closure of that section of Broadway every year for the festival.
Two trees will be taken down on Monument Hill soon, however, they will be replaced by trees that will be planted by the Tree Committee.
Mayor Griffith advised residents that if they have issues within the village, especially with the noise ordinance and noise disturbances which affect quality of life, that require law enforcement, to please call the Red Hook Police Department at (845) 758-0060.
Keep an eye out for information on the ground breaking ceremony for the sewer plant which will take place on October 24, 2024.

On a motion made by Trustee Baldino and seconded by Trustee Mangieri, the meeting was adjourned at 7:18 PM, all in favor.
