VILLAGE OF TIVOLI BOARD OF TRUSTEES
REGULAR BOARD MEETING MINUTES
May 15, 2024

A meeting of the Village Board of Trustees was held on May 15, 2024 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:08 PM.

Present: Mayor Griffith, Deputy Mayor Majer, Trustee Baldino, Trustee Shilling, Trustee Mangieri

The Mayor asked all present at the meeting to rise for the Pledge of Allegiance.

The Clerk’s report included:
407 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
Deputy Clerk, Bonnie Day, has been working with the Planning Board lately; she has attended meetings, and has been assisting the individuals on that board
The Village Clerk’s Office will be Closed on Monday, May 27, 2024 to observe Memorial Day. The Office will also be Closed on Wednesday, June 19, 2024 to observe Juneteenth. This closure is to be included in Regular Business this evening.
Also to be included in Regular Business is the Village Clerk’s Office Summer Hours; the Village Clerk’s Office will close at 12:00 Noon on Fridays beginning, Friday, May 24, 2024 –through Friday, August 30, 2024.
Clerk Bruno mentioned that with her ongoing work with TFD, the Board of Director’s has been working on revising documents for the Company members, and she has continued to work with the grant writer.

On a motion by Deputy Mayor Majer, seconded by Trustee Shilling, the April 17 Regular Meeting Minutes were approved, all in favor. The mayor’s reorganizational address and award information will be included in the minute binder.

On a motion by Trustee Mangieri and seconded by Trustee Baldino, the Treasurer’s Report for Abstract #12 totaling $62,076.96 was approved. Trustee Mangieri moved that the bills be paid for the abstract as presented, Trustee Shilling seconded the motion, all in favor.

Zoning Report

April and May Zoning Reports, provided by Z3 Consultants, were read by Trustee Shilling.

 

Regular Business:

Changes were made to the Re-Organizational Packet following April’s Re-Organizational Meeting; on a motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor; the changes were approved.

2024/2025 Tax Warrant; motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.

Motion to set a Special Meeting on Wednesday, June 5, 2024 at 6:00 PM regarding the sewer project; motion made by Trustee Baldino, seconded by Trustee Shilling; all in favor.

Motion to set a public hearing on LL No. A (Proposed) for 2024 for Wednesday, June 12, 2024 at 6:00 PM; motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.

RESOLUTION Approving Budget Modification; motion made by Trustee Mangieri, seconded by Trustee Baldino; all in favor.

RESOLUTION Approving Amendment No. 2 to Town of Red Hook Fire Protection District Fire Service Agreement Between the Town of Red Hook and the Village of Tivoli for 2023 and 2024 to Provide For A Capital Project Amount of $250,000. From ARPA Funding for the Tivoli Firehouse Expansion Project; on a motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.

RESOLUTION Approving a Memorandum of Agreement to Supplement and Amend the Collective Bargaining Agreement Between the Village of Tivoli and United Public Service Employees Union (Simmons); motion made by Trustee Mangieri, seconded by Trustee Shilling; all in favor.

RESOLUTION Approving a Memorandum Regarding Renewal of the Collective Bargaining Agreement Between the Village of Tivoli and United Public Service Employees Union; motion made by Deputy Mayor Majer, seconded by Trustee Baldino; all in favor.

Motion to Amend the 2024 Holiday Schedule; moving the observation of Juneteenth to Wednesday, June 19, 2024 from Thursday, June 20, 2024; as originally passed; motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor. Attorney Britton suggested adding “*Subject To Change” to the schedule at the bottom.

Village Clerk’s Office Summer Hours; Clerk’s Office will close at 12:00 Noon on Fridays, Friday, May 24, 2024 through Friday, August 30, 2024; motion made by Trustee Mangieri, seconded by Deputy Mayor Majer; all in favor.

 

 

Trustee Reports:

Trustee Shilling

Trustee Shilling mentioned there is an upcoming meeting on the ongoing solar project at the landfill.

Trustee Baldino

Court Report: Trustee Baldino read the report which was provided by Court Clerk McGarry; $1,932.00 was remitted to the Office of the State Comptroller. No personal report.

Trustee Mangieri

Trustee Mangieri read the Red Hook Police report. No personal report.

Deputy Mayor Majer

Deputy Mayor Majer thanked those who participated in the Hudson River Clean-up; she mentioned Tivoli Free Library, Historic Red Hook, and Tivoli Bays.

Mayor Griffith

Many people have probably seen CCTV working in the village. This is to do with the sewer plant and sewer project. Some individuals have had many questions regarding this project; it is an ancient system and in need of repair. In late June or early July, there will be a meeting regarding the status of the sewer project. The new estimates for households will now be lower than previously thought. An update will be provided when the date for the meeting is set.

On a motion made by Deputy Mayor Majer and seconded by Trustee Mangieri, the meeting was adjourned at 7:34 PM, all in favor.
