VILLAGE OF TIVOLI BOARD OF TRUSTEES
REGULAR BOARD MEETING MINUTES
December 20, 2023
A meeting of the Village Board of Trustees was held on December 20, 2023 at the Historic Watts DePeyster Hall, Tivoli, NY.  Mayor Griffith opened the regular meeting at 7:03 PM.
Present: Mayor Griffith, Trustee Baldino, Trustee Mangieri, Trustee Shilling
Absent:  Deputy Mayor Majer
Also Present:  Christine Chale; Village Attorney

The Mayor asked all present at the meeting to stand for the Pledge of Allegiance.
The Clerk’s report included:
648 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
In the absence of the Deputy Clerk, I stepped in to support the Village’s Planning Board; I organized documents, emails, and the attendees; took care of the minutes, and dealt with the contractor.
The evening before Thanksgiving, I assistd the gentlemen from the Harris Smith Post put together 92 Thanksgiving meals which were delivered to a number of local people and families.  Also, that evening, I attended their November monthly meeting.  On December 8, it was wonderful tob e invited to and attend the Harris Smith Post/american Legion Holiday Party.  It was such a pleasure tob e in their company; it was a very fun and festive event.
I would like to extend by sincere thanks to Jeanett Pabon from Hotel Tivoli/The Corner fort he lovely dinner and evening this past Monday, December 18.  I, along with a large number of volunteers from Tivoli fire Company, were invited to a holiday event sponsired by Janett and her staff.  This was another terrific evening hosted by The Corner, and we appreciate thier support.
Having been so closely involved with the Legion and Tivoli fire these past weeks, I find these groups the hardest working invividuals.  The american Legion has been doing special things fort he public.  And, I find the volunteers and members of Tivoli Fire Company tob e the epitome of public servants.  I wish them all, along with their families, Happy and Safe Holidays.
Speaking of Holidays, the Village Clerk’s Office will be closed Monday, December 25, 2023 and Monday, January 1, 2024, to observe Christmas Day and New Year’s Day.  Also, the Office will be closed Monday, January 15, 2024 to observe Martin Luther King, Jr. Day.
On a motion by Trustee Baldino, seconded by Trustee Shilling, the November 18 Regular Meeting Minutes were approved, all in favor.
On a motion by Deputy Mayor Majer and seconded by Trustee Mangieri, the Treasurer’s Report for Abstract #6 totaling $143,966.14 was approved.   Trustee Mangieri moved that the bills be paid for the abstract as presented, Deputy Mayor Majer seconded the motion, all in favor.
Zoning Report
A Zoning Report was not provided by Z3 Consultants.
Regular Business:
Return of Tax Roll to Dutchess County; on a motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor.
RESOLUTION Budget Modification; on a motion made by Deputy Mayor Majer, seconded by Trustee Shilling; all in favor.
Mayor Griffith covered water system matters, and Attorney Chale spoke of real estate transfers regarding the water system transfer.
RESOLUTION Authorizing Solicitation of Proposals for a Replacement Boiler for the Village Hall; on a motion made by Deputy Mayor Majer, seconded by Trustee Baldino; all in favor.
Trustee Reports:
Trustee Shilling
Trustee Shilling and Mayor Griffith spoke about the potential solar project at the landfill.
Trustee Baldino
Court Report:  Trustee Baldino read the contents of the report which was provided by Court Clerk McGarry; $3,201.00 was remitted to the Office of the State Comptroller.
Trustee Mangieri
Trustee Mangieri read the police activity report which the Red Hook Police Department had provided.
Deputy Mayor Majer
Deputy Mayor Majer reviewed events of the Tivoli Free Library, Historic Red Hook; she spoke about  Tivoli Bays, and offered preliminary information about Winterfest.
Mayor Griffith
The winter parking ordinance will go into effect today, November 15, 2023.  Parking permits are available for purchase in the Clerk’s Office for $25.00.  If you are to get a ticket, that penalty is $45.00.  By signing up and purchasing a permit, there are times that we do make courtesy calls before DPW plows, and this gives the opportunity to move a vehicle before it is potentially towed from a parking lot.  The parking ordinance is to keep streets clear, so please keep your cars off the street overnight.
Mayor Griffith mentioned the Dutchess County Supervisors and Mayors dinner that he had attended.  County Executive Elect, Sue Serino, was at the venue on the evening of the event, and visited the attendees of the dinner.  The Village leans on the County, and will continue to do so when Sue takes over as County Executive, as we continue to work on projects.
Mayor Griffith mentioned that Short Term Rentals are an ongoing project, and he intends to continue to work on that.
Mayor Griffith spoke of the resignation of Laura Gail Tyler as Deputy Clerk/Planning/Zoning Secretary.  He welcomed Lucinda Standefer as her replacement.  He wished Laura Gail much success, and best wishes as she pursues other employment.
Clerk Bruno also wished Laura Gail success in her future endeavors, and mentioned she will be missed.  She also welcomed Lucinda as the new Deputy Clerk/Planning and Zoning Secretary, and mentioned Lucinda has been a pleasure to have in the office, and she hopes Lucinda is happy with her decision to join the office.
Public Comment
On a motion by Deputy Mayor Majer and seconded by Trustee Baldino, the meeting was adjourned at 7:31 PM, all in favor.
