REGULAR BOARD MEETING MINUTES
December 18, 2024

A meeting of the Village Board of Trustees was held on December 18, 2024 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:00 PM.

Present: Mayor Griffith, Deputy Mayor Majer, Trustee Shilling, Trustee Baldino, Trustee Mangieri

The Mayor asked all present at the meeting to rise for the Pledge of Allegiance.

The Clerk’s report included:
413 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
Deputy Clerk/Planning & Zoning Secretary, Bonnie Day, has been working with the Planning Board lately, and there is a potential upcoming project with the Zoning Board of Appeals
The Village Clerk’s Office will be Closed on Wednesday, December 25, 2024 to observe the Christmas holiday, and Wednesday, January 1, 2025 to observe New Year’s Day
Clerk Bruno mentioned Tivoli Fire Company, and considering her involvement, it was a busy year. She will be working with FEMA to close out a grant, and looking into others. She thanked everyone who donated to the Toys For Tots campaign, it was a great success. On behalf of TFD, Clerk Bruno thanked Janett, and her staff, of Hotel Tivoli/The Corner for a wonderful evening on Monday, December 16. The fire department appreciates their yearly invitation to dinner, along with their hospitality and continued support.
Clerk Bruno spoke of what a pleasure it was to be a part of a number of events with the gentlemen of the American Legion this past year, and she looks forward to attending their event on Friday, December 20, 2024.
The solar project at Provoost Park has progressed, and work will begin mid-January, so in 3-4 weeks, and should take about 3 weeks to complete. Clerk Bruno is looking forward to the project, and its completion.
On behalf of Bonnie Day, and Clerk Bruno, the Clerk sent wishes to village residents for happy and safe holidays.

On a motion made by Trustee Mangieri, seconded by Trustee Shilling, the November 20 Regular Meeting Minutes were approved, all in favor.

On a motion by Deputy Mayor Majer, and seconded by Trustee Baldino, the Treasurer’s Report for Abstract #7 in the amount of $113,808.69 was approved. Trustee Mangieri moved that the bills be paid for the abstract as presented, Trustee Shilling seconded the motion, all in favor.
Zoning Report

A Zoning Report, provided by Z3 Consultants, was read by Trustee Shilling.

Regular Business:

RESOLUTION Authorizing the Execution of Fire Protection District Fire Service Agreement Between the Town of Red Hook and the Village of Tivoli for 2025 and 2026; on a motion made by Trustee Baldino, seconded by Deputy Mayor Majer; all in favor.

ACCEPT 2025 Tivoli Fire Company Officers; on a motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.

RESOLUTION Budget Modification Relating to ARPA Funds; on a motion made by Trustee Mangieri, seconded by Trustee Baldino; all in favor.

APPROVE 2025 Holiday Schedule; on a motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor.

Trustee Reports:

Trustee Shilling

Trustee Shilling spoke about an event that he attended regarding ADA and handicapped accessibility.

Trustee Baldino

Trustee Baldino read the Village Court Report provided by the Village Court, $1,601.00 remitted to the Office of the State Comptroller. No personal report.

Trustee Mangieri

Trustee Mangieri read the police reports which had been submitted by the Red Hook Police Department. No personal report.

Deputy Mayor Majer

Deputy Mayor Majer talked about Winterfest, and thanked many groups and individuals who had assisted with the event. She went on further to talk about the fire at St. Sylvia’s Church.

Mayor Griffith

The village hall generator has been installed, and in the event of a power outage, the generator will ensure Village Hall can remain open. This project was partially funded by a grant, and also through ARPA funds.

The electrical work in Memorial Park will be complete soon; the signed contract should be received by the village shortly.

STR applications are available; 2 participants have signed up so far.

Mayor Griffith sent wishes for Happy Holidays, Merry Christmas, and Happy New Year.

Mayor Griffith spoke of the passing of Elizabeth “Betty” Simmons. Betty was part of the Tivoli Free Library for many years. He also spoke of Betty, and her responsibility as the person who called daily to activate the noon fire whistle.

Public Comment

Kathy O’Connor talked about the Tivoli Community Chorus; and, Maria has begun a wonderful activity. Any individuals interested can contact the group at tivolicommunitychorus@gmail.com.

Also, Kathy went on regarding the Village of Red Hook, and their new project with a 24/7 compost drop-off. This appears to be a wonderful project, and she encouraged the village board to do the same.

On a motion made by Deputy Mayor Majer and seconded by Trustee Baldino, the meeting was adjourned at 7:23 PM in memory of Betty Simmons, all in favor.
