REGULAR BOARD MEETING MINUTES
November 20, 2024

A meeting of the Village Board of Trustees was held on November 20, 2024 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:02 PM.

Present: Mayor Griffith, Trustee Shilling, Trustee Baldino, Trustee Mangieri
Absent: Deputy Mayor Majer

The Mayor asked all present at the meeting to rise for the Pledge of Allegiance.

The Clerk’s report included:
589 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
Deputy Clerk/Planning & Zoning Secretary, Bonnie Day, has been working with the Planning Board lately, and there is a potential upcoming project with the Zoning Board of Appeals
The Village Clerk’s Office will be Closed on Thursday and Friday, November 28 & 29 to observe the Thanksgiving holiday.
Clerk Bruno mentioned Tivoli Fire Company, and that she will once again this year act as the Liaison for Tivoli Fire with Toys For Tots. The box is located at the firehouse, and they will be accepting toys through December 12, and on December 13 a representative from Toys For Tots will be picking everything up. Toys can be brought to the firehouse any Monday between 7:00 PM – 9:00 PM, or those wishing to donate can also get in touch with her.

On a motion made by Trustee Baldino, seconded by Trustee Shilling, the August 14 Public Hearing/Workshop Minutes, and the October 16 Regular Meeting Minutes were approved, all in favor.

On a motion by Trustee Mangieri, and seconded by Trustee Baldino, the Treasurer’s Report for Abstract #6 in the amount of $176,020.72. was approved. Trustee Mangieri moved that the bills be paid for the abstract as presented, Trustee Shilling seconded the motion, all in favor.

Zoning Report

A Zoning Report, provided by Z3 Consultants, was read by Trustee Shilling.

 

Regular Business:

Return of Tax Roll to Dutchess County; motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor.

RESOLUTION Authorizing Agreement for Professional Services Between the Village of Tivoli and Granicus, LLC Regarding Short-Term Rental Monitoring Services; on a motion made by Trustee Mangieri, seconded by Trustee Shilling; all in favor.

RESOLUTION Approving Short-Term Rental Application Form; on a motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor.

RESOLUTION Authorizing the Execution of Rider 1 to an Intermunicipal Agreement with Dutchess County Water & Wastewater Regarding Operation, Maintenance and Improvement of the Village’s Water and Sewer Systems; on a motion made by Trustee Shilling, seconded by Trustee Baldino; all in favor.

RESOLUTION Awarding Planner Contract; on a motion made by Trustee Mangieri, seconded by Trustee Shilling; all in favor.

RESOLUTION Authorizing Electrical Contract for Memorial Park; motion made by Trustee Baldino, seconded by Trustee Shilling; all in favor.

MOTION To Accept $1,300.00 Donation for Purchase of Replacement Playground Equipment; motion made by Trustee Mangieri, seconded by Trustee Shilling; all in favor.

Trustee Baldino read the Village Court Report which is composed and provided by the Village Court, $1,924.00 remitted to the Office of the State Comptroller.

Deputy Mayor Majer

Absent.

Mayor Griffith

Tivoli’s Winterfest will be held on December 7, 2024; Mayor Griffith will ride on the firetruck with Santa and Ralph at 2:00 PM. There will be events downtown and at the firehouse; times for these events are on posters which will be out and posted soon.

Mayor Griffith was honored, along with the Village of Tivoli, at a program based on the disabled community with the organization TRI. This organization is making note of the Village passing a specific section of code and law which regards state and federal laws regarding handicapped accessibility and the aim to do more for accessibility and having an inclusive community. Mayor Griffith encourages other municipalities to do the same. He received proclamations from Senator Hinchey and Sarahana Shrestha, along with a crystal award from TRI. He feels as though these awards are to be shared with the entire community. Mayor Griffith mentioned he would continue to help the organization in any way he can. He is also working with the Tivoli Free Library for a push button on the back door which one would be able to press and have the back door open. Mayor Griffith expressed he is proud of the law, and added that a new business will have an ADA ramp and an ADA compliant bathroom.

Public Comment

Kathy O’Connor asked Trustee Shilling questions about the zoning report he had provided earlier in the meeting regarding complaints not being investigated. Trustee Shilling was not aware, however, mentioned he could look into it. Kathy also asked about water, and the increase of those bills, and asked if anyone on the Board had any feedback. Feedback was not provided, but Kathy did express that she is at least happy to have water.

Danielle Maloney asked Mayor Griffith about why this trip with Ralph and Santa would be his last trip. Mayor Griffith answered that he would not “run” for the office of Mayor in March 2025, therefore, he would not be riding along next year. Mayor Griffith also added that he will savor these next events, and that he has always enjoyed events with kids including the firetruck spraying kids at events, along with riding on the firetruck with Ralph and Santa to kick off Winterfest.

On a motion made by Trustee Mangieri and seconded by Trustee Baldino, the meeting was adjourned at 7:30 PM, all in favor.
