REGULAR BOARD MEETING MINUTES
October 16, 2024
A meeting of the Village Board of Trustees was held on October 16, 2024 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:06 PM.

The Mayor asked all present at the meeting to rise for the Pledge of Allegiance.
The Clerk’s report included:
395 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
Deputy Clerk/Planning & Zoning Secretary, Bonnie Day, has been working with the Planning Board lately, and there is a potential upcoming project with the Zoning Board of Appeals
The Village Clerk’s Office will be Closed on Monday, November 11 to observe Veteran’s Day. And, on the topic of Veteran’s Day, the Harris Smith Post, and the Sons of the American Legion will host their Veteran’s Day Ceremony on Monday, November 11, 2024 at 11:00 AM at the gazebo right outside Village Hall. Attendees are invited back immediately following the ceremony to the Legion for refreshments. Also, in regards to the American Legion, the event for Diego was a huge success. Clerk Bruno secured about 50 gift cards/gift certificates and gifts from local businesses in Tivoli, Red Hook and Rhinebeck. These items were for the raffle and silent auction. Along with those, she was also able to secure a number of monetary donations. It was a spectacular day the day of the event, and she went on to mention it is always a pleasure working with the gentlemen at the Legion. She thanked those who supported the event, and is looking forward to helping the Legion with their Thanksgiving donations.
Clerk Bruno mentioned Tivoli Fire Company’s Chicken BBQ which was held on Sunday, September 22, 2024 was also a great day, and quite successful. She remains active within the Company, and will once again this year act as the Liaison for Tivoli Fire with Toys For Tots. A box is located at the firehouse, and they are now accepting donations of toys for the Christmas holiday. They will be accepting toys through December 12, and on December 13 a representative from Toys For Tots will be picking everyting up. Toys can be brought to the firehouse any Monday between 7:00 PM – 9:00 PM, or those wishing to donate can also get in touch with her.
Updated prints are being made, and once received, they will be moving forward with the solar installation at Provoost Park.
On a motion made by Deputy Mayor Majer, seconded by Trustee Mangieri, the September 18 Regular Meeting Minutes were approved, all in favor.
On a motion by Trustee Mangieri, and seconded by Deputy Mayor Majer, the Treasurer’s Report for Abstract #5 in the amount of $94,435.44 was approved. Deputy Mayor Majer moved that the bills be paid for the abstract as presented, Trustee Mangieri seconded the motion, all in favor.
Zoning Report
A Zoning Report, provided by Z3 Consultants, was read by Mayor Griffith.

RESOLUTION Establishing Election Day; on a motion made by Trustee Mangieri, seconded by Deputy Mayor Majer; all in favor.
RESOLUTION Establishing Election Inspectors; on a motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.
RESOLUTION Authorizing Task Order Under Agreement with T&B Engineering, P.C. Regarding an Update to Village’s Local Waterfront Revitalization Program; on a motion made by Trustee Mangieri, seconded by Deputy Mayor Majer; all in favor.
RESOLUTION Authorizing Task Order with Crawford & Associates Engineering & Land Surveying, P.C. for the Firehouse Project; on a motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.
MOTION Approve MVP Renewal EPO Silver 3 HDHP; on a motion made by Trustee Mangieri, seconded by Deputy Mayor Majer; all in favor.

Trustee Mangieri read the Village Court Report provided by the Village Court, $2,302.00 remitted to the Office of the State Comptroller, and she read the Red Hook Police Department report. No personal report.

Deputy Mayor Majer talked about Historic Red Hook and Tivoli Bays.
Mayor Griffith
The announcement was made that Tivoli’s Winterfest will be held on December 7, 2024, more information to come.
Mayor Griffith mentioned two trees will be taken down on Monument Hill soon, however, they will be replaced by trees that will be planted by the Tree Committee. This area is the gateway to the Village, and also of a historic nature as it stands as a tribute to the service of local men and women.
The parking ordinance will be in effect November 15, 2024-April 1, 2025, and on-street parking is not permitted from 1:00 AM – 6:00 AM. Parking permits can be purchased in the Clerk’s Office for $25.00. This allows parking in the village municipal parking lots. This ordinance is to keep the streets clear during the winter months.
Mayor Griffith also offered residents a reminder of the noise and nuisance laws. Tickets were recently issued for noise and nuisance gatherings. He mentioned that people can get together with friends, however, everyone must still be respectful of their neighbors. If residents have issues within the village, especially with the noise ordinance and noise disturbances which affect quality of life, please call the Red Hook Police Department at (845) 758-0060.
The generator for Village Hall will be installed soon. Regardless of a power outage, the generator will ensure Village Hall can remain open.
