REGULAR BOARD MEETING MINUTES
January 17, 2024
A meeting of the Village Board of Trustees was held on January 17, 2024 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:04 PM.
Present: Mayor Griffith, Deputy Mayor Majer, Trustee Baldino, Trustee Mangieri, Trustee Shilling

The Mayor asked all present at the meeting to stand for the Pledge of Allegiance.
The Clerk’s report included:
461 Trash tags sold
Two payrolls were processed by Village Treasurer, Bonnie Day
Deputy Clerk Standefer has assisted in the Clerk’s Office for a few hours during the past month
The Village Clerk’s Office will be closed Monday, February 19, 2024 to observe President’s Day
On a motion by Deputy Mayor Majer, seconded by Trustee Baldino, the December 20 Regular Meeting Minutes were approved, all in favor.
On a motion by Trustee Shilling and seconded by Trustee Mangieri, the Treasurer’s Report for Abstract #8 totaling $47,869.38 was approved. Trustee Mangieri moved that the bills be paid for the abstract as presented, Trustee Baldino seconded the motion, all in favor.
Zoning Report
A Zoning Report, provided by Z3 Consultants, was read by Trustee Shilling.
Regular Business:
ACCEPT 2024 Holiday Schedule; on a motion made by Deputy Mayor Majer, seconded by Trustee Mangieri; all in favor.
RESOLUTION Budget Modification; Transfer of Village ARPA Funds For Payment of 2023 Village Hall Heating Emergency and Transfer of Village ARPA Funds for Payment to Ferens Elevator for Emergency Repairs; on a motion made by Trustee Baldino, seconded by Trustee Mangieri; all in favor.

Trustee Shilling had no report.
Trustee Baldino
Court Report: Trustee Baldino read the contents of the report which was provided by Court Clerk McGarry; $1,875.00 was remitted to the Office of the State Comptroller.
Trustee Mangieri
Trustee Mangieri had no report.
Deputy Mayor Majer
Deputy Mayor Majer reviewed events of the Tivoli Free Library and Historic Red Hook; she spoke about Tivoli Bays, and suggested visitors dress appropriately.
Mayor Griffith
Dutchess County LOOP Bus will restore the Route C bus, and scheduled routes, with a couple of new ones. In June 2024, the new schedule will be put into place.
The heating emergency in Village Hall is behind us.
Thanks go to Matt Krajewski and the Tivoli Fire Department for setting up the skating rink. There are signs, and please DO NOT DISTURB the ice. The opening date will be posted. There have been some folks who have walked on and created issues with the freezing ice, making it non-skatable. If you are walking through the park, and see malicious behavior with the ice and rink, please do tell them to stop. Those that create issues with the ice just prolong the timing for when others will be able to use it.
The Winter Parking Ordinance is in effect. Tickets are being issued. The ordinance went into effect today, November 15, 2023. Parking permits are available for purchase in the Clerk’s Office for $25.00. If you are to get a ticket, that penalty is $45.00. By signing up and purchasing a permit, there are times that we do make courtesy calls before DPW plows, and this gives the opportunity to move a vehicle before it is potentially towed from a parking lot. The parking ordinance is to keep streets clear, so please keep your cars off the street overnight. Along with the parking ordinance, the sidewalk clearance ordinance is also in effect. Please do shovel out a fire hydrant if it is on your property; the Tivoli Fire Department will thank you.
There were 8-9 students from Bard College who helped with the Martin Luther King Day of Service on January 15. Thank you to all donors. Mayor Griffith and the students worked with Red Hook Responds, the Clothes Closet and the Red Hook Community Center. It was a fun event, and was so good to see the community come together. He will most certainly do it again next year.
Mayor Griffith mentioned that Short Term Rentals are an ongoing project, and there will be a public forum on the draft law. This is complex, it will encourage housing and affordability. With time and work being put forth for STR and ADU, this will enable arriving at a new code. The date of the forum will be provided. There will be an email blast. Keep an eye out for it.
Public Comment
Jeanette Canaday thanked Mayor Griffith for the time he took and the energy he put into the potential issue with the LOOP Bus System, and the possibility of Route C being suspended. She thanked him for his assistance with having them restore the Route C bus.
On a motion by Deputy Mayor Majer and seconded by Trustee Baldino, the meeting was adjourned at 7:20 PM, all in favor.
