A meeting of the Village Board of Trustees was held on November 18, 2015 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith called the meeting to order at 7:04 pm.

Present: Mayor Griffith, Deputy Mayor Bruno, Trustee Ezrati, Trustee Schneider and Trustee Majer.

Public: Attorney Christine Chale, Thomas Crisci, Sr, Peter Mauney and Peter Walsh.

The Mayor asked all present at the meeting to stand for the Pledge of Allegiance.

Mayor Griffith asked for a moment of silence for the victims of the Paris attacks on November 13.

The Clerk’s report included:

  • Sale of 633 trash tags
  • Three payrolls
  • Attended one Planning Board meeting and workshop and two ZBA meetings
  • Water/sewer bills being compiled – will be mailed on December 1
  • Closed on November 26 and 27 in observance of Thanksgiving

On a motion by Trustee Majer, seconded by Deputy Mayor Bruno, the minutes for October 21, 2015 Executive Session and the Regular Board Meeting were approved, all in favor.

On a motion by Trustee Schneider, seconded by Trustee Majer, the Treasurer’s Report for Abstract 6, dated November 18, 2015, in the amount of $67,289.12 was approved, all in favor. Trustee Majer moved that the bills be paid for the abstract as presented and Trustee Schneider seconded the motion, all in favor.

Zoning Report – Trustee Ezrati

  • Appears to have been very busy
  • 30-40 Property Rental Agent Registrations
  • Certificate of Completion for a wood burning stove
  • Approval of footings for 15 Charlotte Lane
  • Removal of existing fireplace and installation of a generator on Friendship Street

No correspondence was received by the Village.

Mayor Griffith summarized the agenda and opened the meeting for public comments on agenda items only. Item #1 – Approve participation in Central Hudson LED Street Light Maintenance program and Item #6 – Resolution in Support of Solarize Northern Dutchess were tabled. Public comments expressed concern for the color, temperature and shading of LED lights.

On a motion by Deputy Mayor Bruno, seconded by Trustee Schneider, RESOLUTION 31-2015, DATED NOVEMBER 18, 2015, RESOLUTION AUTHORIZING THE VILLAGE OF TIVOLI TO EXECUTE AN AGREEMENT FOR ENGINEERING SERVICES WITH C.T. MALE ASSOCIATES ENGINEERING, SURVEYING, ARCHITECTURE & LANDSCAPE ARCHITECTURE, D.P.C. was approved. Roll call: Griffith: aye, Bruno: aye, Ezrati: aye, Schneider: aye, Majer: aye.

On a motion by Trustee Majer, seconded by Trustee Ezrati, RESOLUTION 32-2015, DATED NOVEMBER 18, 2015, BUDGET MODIFICATIONS, was approved, all in favor.

On a motion by Deputy Mayor Bruno, seconded by Trustee Majer, a conditional approval of water/sewer service for a new single family home at 15 Charlotte Lane was granted, subject to final approval by the Village of Tivoli Planning Board, all in favor.

On a motion by Trustee Schneider, seconded by Trustee Ezrati, RESOLUTION 33-2015, DATED NOVEMBER 18, 2015, RESOLUTION TO ADOPT NYS UNIFIED SOLAR PERMIT was approved. Roll call: Griffith: aye, Bruno: aye, Ezrati: aye, Schneider: aye, Majer: aye.

On a motion by Trustee Majer and seconded by Trustee Schneider, the return the 2015 Property Tax Roll in the amount of $17,942.22 was approved, all in favor.

The next regular meeting will take place on Wednesday, December 16, 2015 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm before the meeting. There will be a workshop on December 9, 2015 at the Historic Watts DePeyster Hall at 7:00pm.

      • Two water samples taken each month

      • Testing every month
      • Two different locations are tested monthly

    • Applicant asked that the boards expedite the review of the property
    • ZBA meeting held on Monday
      • Twelve people attended
      • Board approved three size variances and one set back variance

Trustee Schneider

  • Court Report
    • $1209 remitted to the Office of the State Comptroller
  • Greenway Grant
    • Met with Trustee Majer
    • Matching grant for the design of walkway to the Hudson River
    • Conceptual design and layout work is complete
    • SEQR forms and preliminary plans have been completed
    • Bike lane or no bike lane?
    • North or south side of road?
    • Village historian has been consulted
    • Need input on different materials
    • Will form a committee
    • Lighting fixtures and solar pathway lights are being considered
    • Contact Trustee Schneider with input and to be a part of the volunteer committee
    • Open committee – no meeting schedule yet
    • Need residents to be on the committee for matching grant volunteer hours
    • Need engineers and archeological designers to volunteer

    • Fifteen volunteers planted 1200 daffodil bulbs at the Memorial Hill and alliums and hyacinths at Susan’s way and the gazebo on October 31
    • Bettina Mueller found the bulbs at The Hudson Valley Gardener’s Association at no cost
    • A Bard College student volunteered – hopes to see more students in the future
    • Four trees were planted in the village
      • Ginkgo planted on Montgomery Street
      • Purple Robe Locust s planted near the Masonic Hall, Osaka and Montgomery Street

Public comments centered on the work being done on the inside of the firehouse, four auto accidents at the intersection of Broadway and Route 9G, anticipated arrival of turnout gear for the fire department, a new jaws of life is needed, cars parking on sidewalks, status of the repairs for the Madalin bridge, pocket park, and Red Hook Disaster Preparedness meeting on November 24.

On a motion by Deputy Mayor Bruno and seconded by Trustee Ezrati, the meeting was adjourned at 7:56 pm, all in favor.
