Mayor Griffith opened the special meeting at 7:05 pm.
Present: Mayor Griffith, Deputy Mayor Majer, Trustee Ezrati, Trustee Schneider
Others Present: Attorney Christine Chale.
Mayor Griffith announced that Clerk/Treasurer Gonnella was resigning as of January 8, and reminded the Board that Deputy Clerk Roff was retiring as of January 8. All of the board members sincerely thanked them for their service and wished them well.
Mayor Griffith consulted with the Attorney for the Village and NYCOM regarding the requirements for the positions. Considerations include separation of duties, office coverage, evening meetings, salaries, and required expertise. The Board discussed in detail the current responsibilities of the positions and required duties to determine how to organize the office going forward.
On a motion by Trustee Schneider, seconded by Deputy Mayor Majer, the Board unanimously approved a motion to go into Executive Session for the purpose of consideration of hiring, firing, promotion or demotion of a particular person or persons.
No votes were taken in Executive Session.
On a motion by Deputy Mayor Majer, seconded by Trustee Ezrati, the Board unanimously approved a motion to come out of Executive Session.
On a motion by Deputy Mayor Majer, seconded by Trustee Ezrati, the Board unanimously approved the following resolution:
A RESOLUTION AUTHORIZING THE VILLAGE OF TIVOLI TOCREATE THE POSITION OF DEPUTY TREASURER
WHEREAS, the Board of Trustees of the Village of Tivoli is desirous ofcreating the position of Deputy Treasurer for the Village of Tivoli; and
WHEREAS, the Board of Trustees of the Village of Tivoli is authorized to create the position of Deputy Treasurer pursuant to Section 3301 of the Village Law; and
NOW THEREFORE BE IT RESOLVED that the Village Board of Trustees of the Village of Tivoli does hereby create the position of Deputy Treasurer, which position shall be a part time position to be filled by appointment of the Mayor, subject to approval of the Board of Trustees; and
BE IT FURTHER RESOLVED, that such position shall have an initial term commencing on the date of appointment and expiring on the first Monday of the month following the date of the next Village election, with annual terms thereafter.
Mayor Griffith advised the Board of certain accrued amounts payable upon separation. On a motion by Trustee Schneider, seconded by Trustee Ezrati, the Board unanimously approved a motion to authorize the preparation of budgetary transfers to provide for the payment of required postemployment amounts due.
On a motion by Deputy Mayor Majer, seconded by Trustee Schneider, the Board unanimously approved a motion approving the filling of a full time Clerk position separate from the position of Treasurer, and a part time Treasurer position, with salaries in the aggregate within existing aggregate lines. Trustee Ezrati will work with the Village’s accountant to identify specific line transfers for approval at a subsequent meeting. The Mayor will post positions for part time Treasurer and part time deputy clerk to include planning and zoning.
The meeting was adjourned by Mayor Griffith at 9:25 pm. on a motion by Deputy Mayor Majer, seconded by Trustee Schneider, unanimously approved.
