A meeting of the Village Board of Trustees was held on January 21, 2015 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Cranna called the meeting to order at 7:00 pm.
Present: Mayor Cranna, Deputy Mayor Griffith, Trustee Bruno, Trustee Schneider, Attorney Chale, Steven Roberts of PANDA.
Absent: Trustee Ezrati.
Public: Glenn Baker, Leslie Baker, Thomas Crisci Sr., Dave Cleaveland and Karen Cleaveland.
The Mayor asked all present to stand for the Pledge of Allegiance.
Zoning Report – Mayor Cranna
- Events Report – 2 violations were noted
- Violation letter sent regarding a porta-potty located in a front yard
- Property manager to be contacted regarding a property and a street that is strewn with litter
On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, the rules were suspended so that the public could address the Board on agenda items only, all in favor. There were no public comments. On a motion by Trustee Schneider, seconded by Trustee Bruno, the board returned to regular business.
The Clerk’s report included:
- Sale of 669
- Two payrolls
- One planning board workshop and ZBA meeting
- Budget worksheets have been prepared and distributed
- The Clerk’s office will be closed on February 16 in observance of President’s Day.
On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, the Treasurer’s Report for Abstract 8, dated January 21, 2015, in the amount of $121,925.92 was approved, all in favor. Payments were made to Arold Construction in the amount of $80,775 and County Wide Gutters for $3,900. The Treasurer’s Report is posted on the Village’s website each month. Trustee Bruno moved that thebills be paid as presented and Trustee Schneider seconded the motion, all in favor.
No correspondence was received by the Village.
On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, the minutes for the November 19, 2014 Public Hearing and Regular Board Meeting and the December 17, 2014 Regular Meeting were approved, all in favor. On a motion by Deputy Mayor Griffith, seconded by Trustee Bruno, the minutes for the January 14, 2015 workshop were approved, all in favor.
On a motion by Trustee Schneider, seconded by Deputy Mayor Griffith, Resolution 2-2015, RESOLUTION AUTHORIZING A CREDIT CARD POLICY, dated January 21, 2015 was approved, all in favor.
On a motion by Deputy Mayor Griffith, seconded by Trustee Bruno, Resolution 3-2015, dated January 21, 2015, STANDARD WORK DAY AND REPORTING RESOLUTION FOR ELECTED AND APPOINTED OFFICIALS was approved, all in favor.
On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, RESOLUTION 4-2015, dated January 21, 2015, Budget Modifications totaling $41,234.04 were approved, all in favor.
The next regular meeting will take place on February 18, 2015 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm before the meeting. There will be a workshop on February 11, 2015 at the Historic Watts DePeyster Hall at 6:00pm.

- Water System Operations Report
- Significant water main break on December 7, 2014 on Broadway at Clay Hill Road
- Two other water main breaks in the same location in the last year
- Water tower was emptied – was full again in five days
- Water service was restored within three hours
- Water main break on December 10, 2014 on Madalin Court
- No violations
- Testing every month
- Two different locations are tested monthly –Spring Street and North Road
- Ecoli and coli form
- Significant water main break on December 7, 2014 on Broadway at Clay Hill Road
- Community Garden
- 14-15 plots are available

- $30 each for 8 X 12 plot
- Fees will help pay for raised beds made of white oak for the rest of the garden

- Waterfront Committee
- Waterfront land was purchased in 2010
- Waterfront Committee Members:
- Marty Clarke, Mark Bennett, Barbara Eichin, Bonny Corrado, Kathy Rebillot, Phyllis Palmer, Trustee Ezrati
- Letter written to eight universities with civil engineering departments describing the village’s desire to develop a waterfront park and asked for a student study of the project
- Rensselaer Polytechnic Institute Professor Jack Reilly responded
- His students are enrolled in the course “ Senior Civil Engineering Capstone Design”
- Three teams – four to six in each group
- Team #1 – Structural-geotechnical team
- Develop a plan for the building project
- Structural and geotechnical design for one of the facilities
- Develop a construction plan and prepare a construction cost estimate
- Team #2 – Transportation team
- Perform a site design including parking, pedestrian and vehicle circulation
- Develop a traffic study for the site including appropriate traffic control devices
- Team # 3- Environmental team
- Assess drainage and water supply requirements for the site including fire protection
- Site remediation if necessary
- Overall environmental assessment
- Team #1 – Structural-geotechnical team
- Three teams – four to six in each group
- The study will provide fresh ideas to the village at no cost
- Preliminary information only
- Students will visit Tivoli
- Updates for the project will be provided to the Village
Trustee Bruno

Trustee Schneider

- Met with Morris Associates and Trustee Bruno
- Report from Morris Associates is expected this month
- Planning ADA sidewalks and lighting to the Hudson River

- Matching grant of $30,000 – grant is a reimbursable grant

- $170. submitted to the Comptroller’s office
- Tivoli Business and Artist Alliance
- Meeting on a monthly basis
- December meeting was cancelled – January is a quiet month in the village

- Public meeting will be held on January 22 at 7:00 pm at Village Hall
- Recommendations will be discussed – public input is welcome

Public comments centered on the incoming list of Tivoli Fire Company Officers, the matching riverfront parks grant for $300,000 that is being re-tooled by the Deputy Mayor and Trustee Ezrati, sidewalks not being shoveled in a timely manner, parking in village lots and resumes that have ben received by the Village for the Zoning Enforcement Officer position.
On a motion by Deputy Mayor Griffith, and Trustee Bruno seconded, the meeting was adjourned at 7:34 pm.
