On a motion by Deputy Mayor Griffith, seconded by Trustee Bruno, RESOLUTION 33-2013, DATED SEPTEMBER 18, 2013,
AUTHORIZING THE SALE OF SURPLUS ITEMS BY THE VILLAGE BOARD OF THE VILLAGE OF TIVOLI WAS APPROVED, ALL
IN FAVOR at the regular workshop meeting held at 6:00 pm prior to this board meeting.
A meeting of the Village Board of Trustees was held on September 18, 2013 at the American Legion Tivoli Commons, NY. Mayor
Cranna called the meeting to order at 7:08 pm.
Present: Mayor Cranna , Deputy Mayor Griffith, Trustee Ezrati, Trustee Bruno, Trustee Schneider, Attorney Christine Chale and
Steven Roberts of PANDA.
Public: Naomi LaChance, Sue Dundacheck, Mary Ann Barrows, Gladys Deane, Kevin Deane, Karen Cleaveland, David Cleaveland.
The Mayor asked all present to stand for the Pledge of Allegiance.
On a motion by Deputy Mayor Griffith, seconded by Bruno, a motion was made to open the meeting to the public for comments for
agenda items only, all in favor.
Mary Ann Barrows spoke about concerns for the storm water and drainage problems in Tivoli Acres. The Mayor stated that he and the
Board of Trustees have seen photos of the area and are also concerned. There is 25% contribution needed on behalf of the village
that can be accomplished through the Village DPW doing work on its own. There were no other public comments for agenda items.
On a motion by Trustee Ezrati seconded by Trustee Bruno, the public comment portion was closed, all in favor.
The Clerk’s report included the sale of 529 trash tags, attendance of a Planning Board Meeting and Workshop, two public hearings, two
payrolls, updated the voucher delivery system for board meetings to electronic copies to save time, resources and money. Trash tags
and various office supplies will be ordered through Dutchess County which will also save money.
Mayor Cranna presented the minutes of the two September 11, 2013 public hearings and the regular meeting minutes for August 21,
- On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, the minutes were approved, all in favor.
On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, the Treasurer’s Report for Abstract 4, dated September 18,
2013, in the amount of $77, 144.21 was approved. Deputy Mayor Griffith noted that the village spent a considerable amount of money
on policing this month and hopes that the village is getting its money’s worth. Trustee Ezrati moved that the bills be paid as presented
and Deputy Mayor Griffith seconded the motion, all in favor.

- Building permit issued for a roof mounted solar system
- A couple of building permits were issued
- Total fees collected were $50.
Mayor Cranna stated agenda item #2, amending the village health insurance plan for employees and item #4, election by the Village of
Tivoli to be a participant in the Dutchess County Self-Insured Worker’s Compensation Plan were tabled.
Mayor Cranna asked for a motion for board approval for the submission of an application to the Federal Emergency Fund
Agency (FEMA) for mitigation funds for Tivoli Acres previously discussed. On a motion by Deputy Mayor Griffith, seconded
by Trustee Schneider, the motion was approved. Roll call vote: Griffith: aye, Ezrati: aye, Bruno: aye, Schneider: aye, Cranna:
aye.
Deputy Mayor Griffith reviewed a letter of recommendation from Morris Associates regarding bids for the repair of the
asphalt roof located in the newer part of village hall which was constructed in 1994. The letter outlines the three bids that
were solicited. Deputy Mayor Griffith read the letter in which Morris Associates recommended Superior Roofing of
Saugerties, NY for $16,300. Morris and Associates wrote in their recommendation: “Even though they were not the lowest
bid, their approach to resolve the leaks and the ability to provide a 20 year warrantee appears to be the best benefit to the
Village of Tivoli”. Trustee Ezrati mentioned there is drainage issued that needs to be addressed also. Mayor Cranna stated
this would be completed in house by the DPW. On a motion by Trustee Ezrati, seconded by Deputy Mayor Griffith, the award
for the roofing project was awarded to Superior Roofing. Roll call vote: Griffith: aye, Ezrati: aye, Bruno: aye, Schneider: aye,
Cranna: aye.
Mayor Cranna received a letter from Village Historian Bernie Tiegar who is retiring after serving the village not only as historian but also
as a trustee through three administrations. Mayor Cranna thanked him for his dedication and service for the village. Trustee Ezrati and
Schneider have been appointed to a panel to interview potential candidates. The Village Historian is an appointed position and must
be a village resident.
The next Regular Meeting will take place on October 16, 2013 at 7:00pm at the American Legion. The workshop will be held at 6:00pm
before the meeting. There will be a workshop on October 9, 2013 at the American Legion at 6:00pm.
Mayor Cranna spoke about residents that were not adhering to village code and showed a stack of letters that were sent out by the
Village Clerks’ office at the request of the Mayor. Deputy Mayor Griffith noted that there are welcome packets available in the Clerk’s
office and online that contains information regarding this subject.
Mayor Cranna spoke about an executive session held at the workshop prior to this meeting regarding a parcel of land that is attached
to existing village property. Attorney Chale explained that the action that is proposed is that the Village is considering the acquisition of
Parcel #134803-6175-17-114074-000, approximately .18 acres, scheduled to be included in Dutchess County’s public auction of tax
foreclosed parcels on October 2, 2013. Trustee Ezrati explained that this parcel acquisition will require a SEQR finding and
consistency review and refer this to the Planning Board for their review also. On a motion by Trustee Ezrati, seconded by Trustee
Bruno, the Planning Board will be the lead agency for the SEQR and consistency review for the proposed land acquisition at
the waterfront.
Mayor Cranna spoke about his support of sidewalks on Washburn Ave. He also spoke of CHIPS funds being used on Pine and Spring
Streets, and other areas outside the village.

Attorney Chale noted that landlord registration law went into effect and wanted to remind owners of rental properties that they need to
register with the Village Clerk’s office. Forms are on the village’s website, www.tivoliny.org .

Mayor Cranna announced that Trustee Schneider will be working with local businesses to form the Tivoli Business and Artists
Association to help promote the village.

Public Comments on centered speeding traffic, the suggestion to add crosswalks for safety, repairs at the four corners, an emergency
response plan, and the maintenance of fire hydrants.
The Mayor asked that the meeting be closed in honor of those who lost their lives at Washington Navy Yard on September 16.
On a motion by Deputy Mayor Griffith and seconded by Trustee Bruno, the meeting was adjourned at 7:53 pm.
