A meeting of the Village Board of Trustees was held on April 17, 2013 at the American Legion Tivoli Commons, NY. Mayor Cranna
called the meeting to order at 7:00 pm.
Present: Mayor Cranna, Deputy Mayor Leedy, Trustees Ezrati, Bruno and Griffith, Attorney Christine Chale and PANDA film
representative Steven Roberts.
Public: David Cleaveland, Richard Zipp, Cathy Zipp, Barbara Eichin, Jeff Scales, Peter Mauney, Matthew Kobalkin and Radley
Glasser:
The Mayor asked all present to stand for the Pledge of Allegiance.
The Clerk’s report included the sale of 498, attendance of a Planning Board Meeting, two payrolls and the Reorganizational Meeting.
On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, a motion was made to open the meeting to the public for comments
for agenda items only. There were no public comments. On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, the
public comment portion was closed.
Mayor Cranna presented the minutes of the March 20, 2013 Regular Board meeting, the March 20, 2013 Public Hearing minutes for
the continuation of the Public Hearing for Local Law 4-2013, the April 1, 2013 Budget Workshop meeting, the April 10, 2013 Budget
Workshop meeting, and the April 10, 2013 Public Hearing for Local Law 2-2013. A motion was made by Trustee Bruno, seconded by
Deputy Mayor Leedy to approve the minutes. After a brief discussion, the minutes were approved, all in favor.
Trustee Griffith announced Village Clean up Day on Saturday, April 27 (rain date of 4/28). Meet at Village Hall at 11:00am. Bags,
gloves and water will be provided. Bring a friend, pick a street.
On a motion by Trustee Griffith, seconded by Deputy Mayor Leedy, the Treasurer’s Report for Abstract 11, dated April 17, 2013, in the
amount of $41,986.82, was approved. Deputy Mayor Leedy moved that the bills be paid as presented and Trustee Bruno seconded
the motion, all in favor.
Zoning Report- Trustee Ezrati
- Two building permits issued
- One certificate of occupancy issued
- Complaints addressed by the Code Enforcement Officer
o Equipment in yards
o Garbage cans issues
o Half of the complaints have been closed
o The number of trash cans violations have been reduced
A presentation by the Hudson Estuary Watershed Program /Cornell University was on the agenda but its members were not present at
the meeting.
The Mayor spoke about the pending landlord agent legislation
- There has been a two month comment period
- Some comments were received at the public hearing and the clerks’ office.
On a motion by Deputy Mayor Leedy, seconded by Trustee Ezrati, Resolution 15-2013, dated April 17, 2013, AUTHORIZING
ADOPTION BY THE VILLAGE BAORD OF TRUSTEES OF THE VILLAGE OF TIVOLI LOCAL LAW NO. 4 (PROPOSED) OF 2012
REGARDING LANDLORD REGISTRATION AND INSPECTIONS, was approved. Roll call: Leedy: aye, Ezrati: aye, Bruno: aye,
Griffith: aye, Cranna: aye.
On a motion by Trustee Griffith, seconded by Trustee Bruno, authorization to solicit bids for the 2012 CDBG Village Sidewalk
Replacement Project was approved. Roll call: Leedy: aye, Ezrati: aye, Bruno: aye, Griffith: aye, Cranna: aye.
On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, Resolution 16-2013, dated April 17, 2013, ESTABLISHING
UNPAID WATER/SEWER RENT LIENS, in the amount of $6,317.72 was approved, all in favor.
On a motion by Deputy Mayor Leedy, seconded by Trustee Ezrati, Resolution 17-2013, dated April 17, 2013, AUTHORIZING
THE SOLICITATION OF PUBLIC QUOTES FOR THE OIL AND PROPANE PRICE AND SERVICE CONTRACTS was approved, all
in favor.
On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, Resolution 18-2013, dated April 17, 2013, A RESOLUTION
AUTHORIZING WATER FACILITIES IMPROVEMENT PROJECT FOR THE WATER TOWER FOR THE VILLAGE OF TIVOLI,
AUTHORIZING THE ISSUANCE OF SERIAL BONDS OF THE VILLAGE OF TIVOLI, DUTCHESS COUNTY, NEW YORK IN AN
AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $93,000 PURSUANT TO THE LOCAL FINANCE LAW TO FINANCE THE
COST THEREOF, PROVIDING THAT THIS RESOLUTION SHALL BE SUBJECT TO PERMISSIVE REFERENDUM, AND
DELEGATING CERTAIN POWERS IN CONNECTION THEREWITH TO THE TREASURER was approved. Roll call: Leedy: aye,
Ezrati: aye, Bruno: aye, Griffith: aye, Cranna: aye.
On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, Resolution 19-2013, dated April 17, 2013, A RESOLUTION
AUTHORIZING BUILDING IMPROVEMENTS FOR THE VILLAGE OF TIVOLI, AUTHORIZING THE ISSUANCE OF SERIAL BONDS
OF THE VILLAGE OF TIVOLI, DUTCHESS COUNTY, NEW YORK IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED
$90,000 PURSUANT TO THE LOCAL FINANCE LAW TO FINANCE THE COST THEREOF, PROVIDING THAT THIS RESOLUTION
SHALL BE SUBJECT TO PERMISSIVE REFERENDUM, AND DELEGATING CERTAIN POWERS IN CONNECTION THEREWITH
TO THE TREASURER, was approved. Roll call: Leedy: aye, Ezrati: aye, Bruno: aye, Griffith: aye, Cranna: aye.
A budget meeting will be held on Wednesday, April 24, 2013 at 6:00pm at the American Legion and it is anticipated that the budget will
be adopted. The increase is projected to be 2.6% in property taxes.
The next Regular Meeting will take place on May 15, 2013 at 7:00pm at the American Legion. The workshop will be held at 6:00pm
before the meeting. There will be a workshop on May 8, 2013 at the American Legion at 6:00pm.

Trustee Ezrati:

o Working on budget
Trustee Bruno:
- Masonic and American Legion events are ongoing throughout the year
- Spring Easter Event was held on March 23. 83 children attended.
- Memorial Park
o Painting of bathrooms starting soon
o Dugouts will be repaired
o Repair of the infield is complete
o Paving of the basketball court will begin soon
- Library
o Ongoing programs and events
Trustee Griffith:
- Court Report – net fees collected in the amount of $1,830.

o 1 -2 plots are available

Public Comments centered on abandoned houses in the Village, trash bags by the river, the budget, the American Legion Conveyance,
violation notices for trash bins, the bus stop, and trash collection revenues.
The Mayor asked that the meeting be closed in honor of the Boston Marathon bombing victims and survivors.
On a motion by Deputy Mayor Leedy and seconded by Trustee Bruno, the meeting was adjourned at 7:56 pm.
