A meeting of the Village Board of Trustees was held on December 19, 2012 at the Historic Watts dePeyster Hall. Mayor Cranna called the meeting
to order at 7:08 p.m.
Present: Mayor Cranna, Deputy Mayor Leedy, Trustees Ezrati, Bruno and Griffith, Attorney Christine Chale and PANDA film representative Matt
Lynch.
Public: David Cleveland and Radley Glasser.
The Mayor asked all present to stand for the Pledge of Allegiance.
On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, at the Board of Trustees workshop held on December 12, 2012, change
orders for the 2011 CDBG Memorial Park grant were approved, all in favor.
On a motion by Trustee Griffith, seconded by Trustee Ezrati, a motion was made to open the meeting to the public for comments of agenda items
only. There were no comments. On a motion by Deputy Mayor Leedy, seconded by Trustee Bruno, the public comment portion was closed.
The Clerk’s report included the sale of 655 trash tags, ongoing collection of 475 water/sewer bills. The Mayor noted the quarterly newsletter was
included with the water bills and published by the Clerk’s office. The Clerk’s office is also working with Central Hudson on a cost analysis study. Two
payrolls were also processed. The Village offices will be closed on December 24 and December 25 in observance of the Christmas holiday and also
closed on January 1 for New Year’s Day.
Mayor Cranna presented the minutes of the November 20, 2012 regular board meeting. A motion was made by Deputy Mayor Leedy, seconded by
Trustee Griffith to approve the minutes. After a brief discussion, the minutes were approved, all in favor.
Clerk/Treasurer presented the Treasurer’s Report for Abstract 7, dated December 19, 2012 in the amount of $56,823.11. Trustee Ezrati moved that
the bills be paid as presented and Deputy Mayor Leedy seconded the motion, all in favor. On a motion by Trustee Bruno, seconded by Trustee
Ezrati, the Treasurer’s Report was approved, all in favor.
Trustee Ezrati reviewed the Planning/Zoning Report stating there were several building permits with fees of $257 collected and a certificate of
occupancy issued for $75.
Trustee Griffith presented Resolution 27-2012, RESOLUTION AUTHORIZING ENERGIZE PARTNERSHIP PACT FOR MID-HUDSON
MUNICIPALITIES THAT ARE NOT MEMBERS OF NORTHERN WESTCHESTER ENERGY ACTION CONSORTIUM, dated December 12, 2012.
The resolution was approved on December 12, 2012, on a motion by Trustee Griffith, and seconded by Trustee Ezrati. A roll call vote was
taken – Cranna-absent, Leedy-absent, Ezrati-aye, Griffith-aye, Bruno-aye. The Town of Red Hook is also participating in the consortium.
On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, Resolution 28-2012, ESTABLISHING ELECTION DAY, dated December
19, 2012, as Tuesday, March 19, 2013 was approved, all in favor.
On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, Resolution 29-2012, APPOINTING ELECTION INSPECTORS, dated
December 19, 2012 was approved, all in favor.
On a motion by Deputy Mayor Leedy seconded by Trustee Griffith, Resolution 30-2012, dated December 19, 2012, AUTHORIZING THE
EXECUTION OF A FIRE PROTECTION DISTRICT FIRE SERVICES AGREEMENT BETWEEN THE TOWN OF RED HOOK AND THE VILLAGE
OF TIVOLI was approved. Roll Call: Leedy: aye, Ezrati: aye, Bruno: aye, Griffith: aye, Cranna: aye.
On a motion by Deputy Mayor Leedy, seconded by Trustee Bruno, Resolution 31-2012, dated December 19, 2012, ESTABLISHING A DATE
FOR A PUBLIC HEARING REGARDING THE ADOPTION BY THE VILLAGE BOARD OF THE VILLAGE OF TIVOLI OF LOCAL LAW NO. 4
(PROPOSED) OF 2012 was approved, all in favor. A copy of the proposed local law is on the website and available for review at the Clerk’s
Office. Written comments may be forwarded to the attention of the Clerk’s Office.
The next Regular Meeting will take place on January 16, 2013 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm
before the meeting. There will be a workshop on January 9, 2012 at Village Hall at 6:00pm.

Trustee Ezrati:
 Dutchess County Arts Council
o $500 grant approved for the 13th Annual Street Painting Festival
 There were no Planning and/or Zoning Meetings
 Inter-municipal Taskforce Committee
o Have been working for the past six weeks on zoning that will affect “estate districts”
 Preserving watersheds
 Encouraging public access
o Village zoning issues for Red Hook
o Meetings are open to the public
 Water Taskforce meeting
o Mayor Cranna, DPW Supervisor Simmons, Village Engineer Evangelista and Trustee Ezrati met recently
o Former Mayor Neese is also a member of the committee
o Recommendations from previous studies are being considered
o Painting of the water tower and critical not urgent issues are being evaluated
o An Intended Use Plan will be utilized
o Lending and grant options are being explored
Trustee Bruno:
 Winterfest
o Was held on December 8 from 3-5 pm
o Crafts Fair, crafts for kids, carolers, hand bell choir, refreshments, a visit from Santa, horse and carriage rides and the tree
lighting
 Memorial Park
o Contractors will resume work in the spring
o Force account labor will be used – DPW will begin digging French drains when possible
 Library Programs
o Hours will be adjusted during the holidays
Trustee Griffith:
 Court Report – net fees collected in the amount of $2007.50
 Christmas wrapping paper may be placed on curbside without a tag. Christmas trees (with materials removed) to be placed by the
curbside also.
 Library Event for Tivoli Village Historian Bernard Tieger’s new book: Tivoli – The Making of a Community.

Public comments included a status on the new bus stop. The waterfront dock, zoning enforcement and the upcoming election were also discussed.
On a motion by Deputy Mayor Leedy, and seconded by Trustee Ezrati, the meeting was adjourned in memory of the twenty six people lost in
Newtown, Connecticut at 7:38 pm.
