At the October 11, 2013 workshop meeting:
On a motion by Trustee Ezrati, seconded by Deputy Mayor Griffith, authorization to open an account for the HRA health
insurance was approved, all in favor. On a motion by Trustee Ezrati, seconded by Deputy Mayor Griffith, a water/sewer
hookup was approved for 98 North Road.
A meeting of the Village Board of Trustees was held on October 16, 2013 at the Tivoli Firehouse, Tivoli Commons, NY. Mayor Cranna
called the meeting to order at 7:08 pm.
Present: Mayor Cranna, Deputy Mayor Griffith, Trustee Ezrati, Trustee Bruno, Trustee Schneider, Attorney Christine Chale and Steven
Roberts of PANDA.
Public: Naomi LaChance, Peter Walsh, David Cleaveland, Himali Ghandi, Terry Gipson & aide, Robert Rolison and Lori Rolison .
The Mayor asked all present to stand for the Pledge of Allegiance.
On a motion by Deputy Mayor Griffith, seconded by Trustee Bruno, a motion was made to open the meeting to the public for comments
on agenda items only, all in favor.
There were no public comments for agenda items only.
On a motion by Deputy Mayor Griffith, seconded by Trustee Ezrati, the public comment portion was closed, all in favor.
The Clerk’s report included:
- Sale of 771 trash tags
- Attendance of a Planning Board Meeting and a Special Board Meeting
- Two payrolls
- Worked with the Village Engineer on the 2014 CDBG application
- Attendance of a procurement meeting at Dutchess County Offices in Poughkeepsie
- Completed collection of 476 of water/sewer bills
- Ongoing collection of property taxes
- Assisted in set up for HRA for health insurance.
The Village offices will be closed on November 11 in observance of Veteran’s Day.
On a motion by Deputy Mayor Griffith, seconded by Trustee Schneider, the Treasurer’s Report for Abstract 5, dated October 16, 2013,
in the amount of $73,838.75 was approved. Trustee Ezrati moved that the bills be paid as presented and Trustee Schneider seconded
the motion, all in favor.

- C/O for another matter – $100 fee
Senator Terry Gipson gave a legislative update for his district (District 41) which includes Dutchess and Putnam Counties. Senator
Gipson is a former Village of Rhinebeck Trustee.
Himali Ghandi of Grace Smith House spoke about programs and presented materials to the Board. The mission of Grace Smith
House is to enable individuals and families to live free from domestic violence. The 24 hour hotline number for Grace Smith House is
845-471-3033. October is National Domestic Violence Awareness Month.
Dutchess County Chairman of the Legislature (District 8) Robert Rolison spoke about Grace Smith House and domestic violence
statistics in Dutchess County and also gave an update on the legislature.
Mayor Cranna presented the minutes of the regular meeting minutes for September 18, 2013 and the Special Board Meeting for
September 27. On a motion by Trustee Ezrati, seconded by Trustee Schneider, the minutes were approved, all in favor.
The next Regular Meeting will take place on November 20, 2013 at 7:00pm at the American Legion. The workshop will be held at
6:00pm before the meeting. There will be a workshop on November 13, 2013 at the American Legion at 6:00pm.
Trustee Reports:
Deputy Mayor Griffith:
- CDBG 2012 – Sidewalks
o Project has been finished – please with contractor’s work
o Extra work completed:
- Some tripping areas and the apron for the municipal parking lot near Panzur
- November 15
o Snow parking ordinance goes into effect
o No overnight parking to keep streets clear for snow plowing
o Parking permits for municipal lots are available in the Village Clerk’s office
- Community Garden Clean Up
o Saturday, October 18 –begins at 10:00am

o Changes for next year will be discussed

o No health violations in the water system report for September
Trustee Ezrati:

- Facilities at Memorial Park will be closed for winterizing on October 30. They will re-open in the spring.

Trustee Schneider:
- Interviewed a candidate for the Village Historian Position with Trustee Ezrati

o Fines collected for Village: $225.
Public Comments centered on police protection in Memorial Park, activities of the Code Enforcement Officer and the Village Hall
Elevator which is out of order.
On a motion by Deputy Mayor Griffith and seconded by Trustee Bruno, the meeting was adjourned at 8:11 pm.
