A meeting of the Village Board of Trustees was held on April 18, 2012 at the Historic Watts dePeyster Hall. Mayor Cranna called the meeting to order at 7:06 p.m.
Present: Mayor Cranna, Deputy Mayor Leedy, Trustees Ezrati, Bruno and Griffith, Attorney Christine Chale and PANDA film representative Fred Cartier.
Public: Glenn Baker, Leslie Baker, William Griffith, Tina Wright, Phil Wright, Karen Cleaveland, David Cleaveland, Richard Schiafo and Radley Glasser.
The Mayor asked all present to stand for the Pledge of Allegiance.
On a motion by Trustee Griffith, seconded by Deputy Mayor Leedy, the meeting was open to public comment about agenda items only. Karen Cleaveland expressed concerns about the Bard College Shuttle bus in the village. The bus stopping in the village, double parking, the number of times that the bus is in the village on a daily basis and finding an alternative place for it to stop was articulated by Mrs. Cleaveland.
On a motion by Deputy Mayor Leedy, seconded by Trustee Bruno, the meeting was returned to regular business.
Clerk’s Report: None.
Mayor Cranna presented the minutes of the March 21, 2012 Regular Board Meeting, and the March 21, 2012 Public Hearing Minutes and the April 12 Annual Re-Organization Meeting. On a motion by Deputy Mayor Leedy, seconded by Trustee Ezrati, the minutes were approved, all in favor.
Mayor Cranna presented Voucher Detail Report #11, in the amount of $50,581.43. Mayor Cranna asked for a motion to pay the current Village bills. Trustee Griffith moved that the bills be paid as presented and Trustee Ezrati seconded the motion; a discussion followed. The motion passed by voice vote. On a motion by Trustee Griffith, seconded by Trustee Ezrati, after a brief discussion, the Treasurer’s Report was accepted, all in favor.
Trustee Ezrati reviewed the Planning/Zoning Report stating there was $57,500 in new construction and an increase in the amount of closing out inspections that were performed during the month. The Planning Board has been busy.
Paul Finch and Bruce Martin of the Red Hook School District gave a presentation for their pending budget. A public hearing will be held on May 3. May 15 is voting day for the proposed budget.
Mayor Cranna presented Resolution 9-2012, Establishing Unpaid water/sewer rent liens. The liens total $5,284.21. On a motion by Deputy Mayor Leedy, seconded by Trustee Bruno, the resolution was approved, all in favor.
Mayor Cranna tabled the Tax Warrant Resolution until next month’s meeting.
Trustee Ezrati presented Resolution 10-2012 Authorizing Sewer/Water Connection within the Village. Trustee Ezrati stated that the need for the water sewer connection at 23 Broadway is because of subdivision of the property. Attorney Chale stated that the Village Planning Board is asking the Village Board if water/sewer is available for the property. The property owner must apply for a permit for availability. On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, the resolution was approved, all in favor.
Mayor Cranna spoke about the 2012 Re-Organization Meeting. He congratulated Deputy Mayor Leedy, Trustee Griffith and
Justice Clark who were each re-elected on March 20. The blueprint for the reorganization is available on the website.
Mayor Cranna, Deputy Mayor Leedy and Trustee Griffith recently met with representatives from Bard College regarding the
shuttle bus. The representatives seemed receptive to the Village’s concerns and the Mayor, Deputy Mayor and Trustee will
continue to pursue the issue of stopping the shuttle from running late night hours.

Mayor Cranna talked about a fire on Cruger Island. The Tivoli Fire Department was the lead agency. The Mayor said that the fire was dangerous and the cause is unknown. There were no injuries.
Trustee Ezrati:
- There will be a ZBA Public Hearing on Monday, April 23, 2012 at 7:00 pm for proposed public storage units in thevillage

Trustee Bruno:

Mayor Cranna announced there will be a special board workshop held on April 24, 2012 at 6:00pm for the pending budget to be discussed. A Special Board Meeting will be held on April 30, 2012 at 6:00 pm to adopt the budget.
The next Regular Meeting will take place May 16, 2012 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm before the meeting. There will be a workshop held May 9, 2012 at Village Hall at 6:00pm.
Public Comments centered on Bard College students in the Village of Tivoli. Issues included the shuttle, landlords, police coverage, renters, and village code.
The Mayor stated that the meeting schedule for April 19 is not a public hearing but rather a conversation to be held with residents and the Black Swan representatives to discuss noise issues.
On a motion by Deputy Mayor Leedy and seconded by Trustee Griffith, the meeting was adjourned at 8:02 pm in memory of Francis Joseph Blum.
