REGULAR MEETING MINUTES

AUGUST 20, 2025

 

A meeting of the Board of Trustees of the Village of Tivoli was convened on August 20, 2025, at the Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY. Mayor Emily M. Majer called the meeting to order at 7:06 PM.

Present: Mayor Emily M. Majer, Deputy Mayor Bill Shilling, Trustee Peter Baldino, Trustee Sarah Imboden, Trustee Emily Mangieri

Also Present: Dani Chanler from PANDA, Karen Cleaveland

The mayor asked all present at the meeting to stand for the Pledge of Allegiance.

Clerk’s Report

The Clerk’s Report for the month of August was read by Clerk Kris Cleaveland. The Village sold 513 trash tags. Treasurer Bonnie Day processed two payrolls. Clerk Kris Cleaveland assisted the Zoning Board of Appeals with a Public Hearing on Monday August 4. Planning and Zoning Secretary Bonnie Day assisted with the Planning Board meeting on Monday August 11.

Approval of Minutes from Previous Meeting

Minutes from the regular meeting held on July 16, were reviewed. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board approved the minutes as provided by Clerk Cleaveland. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Treasurer’s Report

The Treasurer’s Report detailing $55,868.84 in bills for the month of August was audited by the Board of Trustees. Trustee Baldino motioned to accept the Treasurer’s Report. Deputy Mayor Shilling seconded the motion. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Trustee Mangieri motioned to pay the bills and Trustee Baldino seconded the motion. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Zoning Administrator/Building Inspector’s Report

Deputy Mayor Shilling read the report provided by Gary Beck. For the month of August, the report detailed the following activities: Building Permits Reviewed: 7, Building Permits Issued: 5, Complaints: 1, Complaints Investigated: 1, Zoning/Property Maintenance Violations: 0, Appearance Tickets: 0, Municipal Searches: 2, Inspections: 8, Code Enforcement Training Provided by Z3, Fire Inspections.

Regular Business

Resolution 27-2025 Standard Work Day and Reporting Resolution for Elected and Appointed Officials. On a motion by Trustee Imboden, seconded by Trustee Mangieri, the board approved Resolution 27-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 28-2025 Standard Work Day Resolution for Employees. On a motion by Trustee Baldino, seconded by Trustee Imboden, the Board approved Resolution 28-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 29-2025 Authorizing Attendance at Schools and Conferences On a motion by Trustee Baldino, seconded by Trustee Mangieri, the Board approved Resolution 29-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 30-2025 Awarding IT Services Contract On a motion by Trustee Mangieri, seconded by Deputy Mayor Shilling, the Board approved Resolution 30-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 31-2025 Authorizing Execution of Agreement for Professional Information Technology Management Services between the Village of Tivoli and Webjogger On a motion by Trustee Mangieri, seconded by Trustee Imboden, the Board approved Resolution 31-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 32-2025 Authorizing Execution and Distribution of LOSAP Plan Documents On a motion by Trustee Imboden, seconded by Trustee Mangieri, the Board approved Resolution 32-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried. The Length of Service Awards Program is a fund designed to give back to Tivoli Fire Department’s volunteer firefighters and rescue squad members. Mayor Majer thanked the Town of Red Hook for their financial contributions towards the program which assist the Village in continuing to raise the benefits disbursed to TFD.

Resolution 33-2025 Authorizing the Execution of an Agreement between the Village of Tivoli and the American National Red Cross for a Revocable and Limited License Permitting Municipal Parking Lot Use On a motion by Trustee Baldino, seconded by Trustee Mangieri, the Board approved Resolution 33-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 34-2025 Authorizing Execution of a License Agreement between the Village of Tivoli and Dutchess County Water & Wastewater Authority for a Staging Area for Pump Station Improvements On a motion by Trustee Mangieri, seconded by Deputy Mayor Shilling, the Board approved Resolution 34-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried.

Resolution 35-2025 Resolution to Accept Annual Financial Report Submitted by Village CPA On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board accepted the Annual Financial Report for Fiscal Year End 2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye, Mangieri: aye. Motion carried. Mayor Majer thanked CPA Michele Zagorski for her work on the report for fiscal year ending in 2025.

Upcoming Meeting Dates

The next Board Meeting will be held Wednesday, September 17, 2025, at 7:00 PM at Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY 12583. The workshop meetings will take place at 6:00 PM on September 10, 2025, and September 17, 2025.

Tivoli Village Court Summary Report

Trustee Baldino read the total money collected and remitted to State Comptroller during the month of July. Fines: $1030.00, Surcharges: $797.00, Civil Fees: $70.00 for a Total: $1897.00.

Police Report

Trustee Mangieri read the totals for the Police Report provided by Red Hook Police for the month of July. Incidents: 20, Uniform Traffic Tickets: 13, Parking Tickets: 1, Arrests: 0.

Other Business

Trustee Imboden stated that the Village has collected around 70 trash surveys. The Board will analyze the results and create a FAQ Guide to the Village waste management collection process. The survey results at first glance show mostly respondents who are using the service and residents who don’t use the service because they find it inconvenient for a variety of reasons. The Board would like to address those inconveniences to encourage more people to participate in the municipal waste management program to make it more robust and sustainable.

The Board stated that they are happy with the results so far of the Shared Services with the Village of Red Hook’s Department of Public Works and are aware that there are refinements necessary. Mayor Majer has a meeting with Mayor Smythe in September to discuss the matter further and the Board will have more information at the September meeting.

Mayor Majer stated that Tivoli Day was a roaring success. The Pie Contest hosted by Tivoli Bread and Baking started the day by drawing in people and the First Annual Watermelon Eating Contest was amazing. Mayor Majer wanted to thank the following people for their contributions to making it such a successful day:

The Masons for providing free hot dogs and hamburgers, Derek MacDonald for letting his bounce houses, Rachel Doriss for the loan of her karaoke machine, Trustee Baldino for bringing his cornhole and bocce ball games, Pete Mauney for taking the group photograph, Trustee Mangieri for selling Tivoli tee shirts, Anthony Staffiero for selling his handcrafted wooden wares, Deputy Mayor Shilling for negotiating the donation of 40 watermelons by Hannaford, Samuel Merrit for carving the first Watermelon Eating Contest trophy and selling his watermelon wares, Trustee Imboden for her coaching skills, and The Hootenanny for performing.

Deputy Mayor Shilling thanked Hannaford for the generous donation.

The mayor then thanked the following Village businesses for contributing gift cards as prizes: Fortunes Ice Cream, Tivoli Bread and Baking, Club Sandwich, Hotel Tivoli, The Corner, Osaka, GioBatta Alimentary, Traghaven Whiskey Pub & Co., and Available Items. Lastly, she thanked Tivoli Fire Department for coming and hosing down the kids.

Next, the mayor mentioned the potluck at the Legion on August 15, 2025. The mayor proposed to continue the tradition with a potluck on the 3rd Friday of each month, through the year as an opportunity for villager’s to gather, share food, and play together. Please bring games!

A free event will take place at Memorial Park on Saturday, September 6, 2025. A duo named the Kif-Kif Sisters from Montreal will perform at 3:00 -4:00 PM. The event will feature theatre, puppetry, circus, magic, comedy all rolled into one. Arrive early at 2:30 PM to grab a spot on the lawn. If there is rain, the event will move to the American Legion, keeping the same time and date.

Tivoli’s Annual Street Painting Festival will take place on September 27, 2025. The rain date is September 28, 2025. Sign up on Facebook.

Surveyors will be out this month on Montgomery Street, Feroe Avenue, and Spring Street as part of the Feroe Avenue Drainage Improvements. If residents have any concerns or questions, please contact mayor@tivoliny.org.

Non-agenda Public Comment

Karen Cleaveland spoke at the meeting regarding the trash surveys, Clean Up Day, and police patrols. Trustee Imboden stated that Clean Up Day is on the Board’s to do list and Mayor Majer stated that she set up patrols for the fall with Red Hook to address speeding, parking, parking backwards, rolling coal, as well as noise and nuisance violations, all issues that have been witnessed lately in the Village.

Mayor Majer closed the meeting in honor of two long-time residents of the Village: Darryl Millus and Glenn Hummel. They sadly passed away a couple weeks ago. Their absence is absolutely felt. Rest in peace.

Trustee Baldino made a motion to adjourn the meeting. Deputy Mayor Shilling seconded. All in favor. Motion carried. The meeting was adjourned at 7:48 PM.
