OCTOBER 15, 2025
A meeting of the Board of Trustees of the Village of Tivoli was convened on October 15, 2025, at the Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY, in the Honorable Arnold S. Pease Courtroom. Mayor Emily M. Majer called the meeting to order at 7:00 PM.

The mayor asked all present at the meeting to stand for the Pledge of Allegiance.
Clerk’s Report
The Clerk’s Report for the month of October was read. Since the September 17 meeting, the Village sold 471 trash tags. Treasurer Bonnie Day processed 2 payrolls. The Planning and Zoning Boards have not met since August. “There will be a costume contest for kids on Halloween at 5:00 PM at the Village Hall Municipal Parking Lot near the Gazebo. We will have prizes for winners plus treats and activities for all attendees. We could also use some volunteers for the event so if you are interested, please send me an email at clerk@tivoliny.org or come in to say hi!”
Approval of Minutes from Previous Meeting
Minutes from the workshop meetings on September 10 and October 8, and the regular meeting on September 17th, were reviewed. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board approved the minutes as provided by Clerk Cleaveland. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Treasurer’s Report
The Treasurer’s Report detailing $40,690.03 in bills for the month of October was audited by the Board of Trustees. Deputy Mayor Shilling motioned to accept the Treasurer’s Report. Trustee Baldino seconded the motion. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.

Zoning Administrator/Building Inspector’s Report
Deputy Mayor Shilling read the report provided by Gary Beck. For the month of October, the report detailed the following activities: Building Permits Reviewed: 6, Building Permits Issued: 5, Complaints: 0, Complaints Investigated: 0, Zoning/Property Maintenance Violations: 0, Appearance Tickets: 0, Municipal Searches: 1, Inspections: 11, Code Enforcement Training Provided by Z3, Fire Inspections – 0.
Regular Business
Resolution 39-2025 Authorizing Proposed Budget Modifications. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the board approved Resolution 39-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 40-2025 Municipal Cooperation Resolution between the Village of Tivoli and NYCLASS. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board approved Resolution 40-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 41-2025 Bond Resolution for the Firehouse Renovation and Expansion Project. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board approved Resolution 41-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
At this point in the meeting, the mayor yielded the floor to the Fire Chief, Marc Hildenbrand, to say a few words to the audience gathered for the passing of this resolution. Marc stated that he would like to thank the Village Board of Trustees for listening to him and working with him and the Fire Department on this large project. The Fire Department has raised almost $1 million on their own and many political agencies have promised funds for the expansion project. The project has been in the works since 2018.
Resolution 42-2025 Approving the Adoption of Email Policy. On a motion by Deputy Mayor Shilling, seconded by Trustee Baldino, the Board approved Resolution 42-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 43-2025 Authorizing the Village of Tivoli Adoption of the State of New York Deferred Compensation Plan. On a motion by Deputy Mayor Shilling, seconded by Trustee Baldino, the Board approved Resolution 42-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 44-2025 Approving the Adoption of Breach Notification Policy. On a motion by Deputy Mayor Shilling, seconded by Trustee Baldino, the Board approved Resolution 42-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 45-2025 Approving the Adoption of Sexual Harassment Policy. On a motion by Deputy Mayor Shilling, seconded by Trustee Baldino, the Board approved Resolution 42-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 46-2026 Authorizing the Execution of an Intermunicipal Agreement between the Village of Tivoli and the Village of Red Hook for Municipal Waste Collection. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board approved Resolution 46-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
Resolution 47-2025 Establishing the Rate of Trash Stickers. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the Board approved Resolution 47-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye. Motion carried.
The mayor stated that the execution of this contract will cause municipal waste collection to occur on Mondays starting on Monday October 20, 2025. The trash collection time is shifted to 7:00 AM as opposed to 7:30 AM because Red Hook is doing solid waste and recycling collection in both Tivoli and Red Hook villages on Mondays. The old tags will still be honored as long as people have them, but the rate will increase Thursday October 16, 2025. We will have new tags available towards the end of October which will include an oversized bag tag for $25.00 per item for regular collection days. Information and fliers will be available online and at Village Hall. The mayor will also send out a newsletter regarding the dual stream recycling schedule.
Upcoming Meeting Dates
The next Board Meeting will be held Wednesday, November 19, 2025, at 7:00 PM at Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY 12583. The workshop meetings will take place at 6:00 PM on November 12, 2025, and November 19, 2025.
Tivoli Village Court Summary Report
Trustee Baldino read aloud the total money collected and remitted to State Comptroller during the month of August. Fines: $550.00, Surcharges: $193.00, Civil Fees: $75.00 for a Total: $818.00.
Police Report
Trustee Baldino read aloud the totals for the Police Report provided by Red Hook Police for the month of August. Incidents: 21, Uniform Traffic Tickets: 5, Parking Tickets: 1, Arrests: 6.
Other Business
The mayor noted that Trustee Imboden had a prior commitment and thus could not make the meeting but was in full agreement with Resolution 41-2025. She also stated Trustee Mangieri was unable to make the meeting because she had a sick child at home.
The mayor thanked everyone who helped with Street Painting Festival in September 2025. It was a wonderful event. Deputy Mayor Shilling stated it was great to see so many families and young children participating in the event. The mayor thanked Tivoli Fire Department for showing up and cooking food for participants.
December 6 marks the date of Winterfest. Details are forthcoming.
The mayor wanted to thank all the meeting attendees, primarily consisting of volunteer members of the Fire, Rescue, and Fire Police Squads. She said it was amazing to see how everyone shows up how they can. The Village currently has an amazing team working together.
Trustee Baldino made a motion to adjourn the meeting. Deputy Mayor Shilling seconded. All in favor. Motion carried. The meeting was adjourned at 7:26 PM.
