REGULAR MEETING MINUTES
SEPTEMBER 17, 2025
A meeting of the Board of Trustees of the Village of Tivoli was convened on September 17,
2025, at the Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY. Mayor Emily M. Majer
called the meeting to order at 7:08 PM.
Present: Mayor Emily M. Majer, Deputy Mayor Bill Shilling, Trustee Peter Baldino, Trustee
Sarah Imboden
Also Present: Dani Chanler from PANDA
Absent: Trustee Emily Mangieri, Clerk Kris Cleaveland
The mayor asked all present at the meeting to stand for the Pledge of Allegiance.
Clerk’s Report
The Clerk’s Report for the month of August was read by Deputy Mayor Bill Shilling in the
clerk’s absence. The Village sold 410 trash tags. Treasurer Bonnie Day processed three payrolls.
There weren’t any Planning or Zoning Board of Appeals meetings between the August and
September board meetings. September 27, 2025 will be Street Painting Festival and there will be
another Trash Forum on October 7, 2025 located on the 3rd floor of Village Hall in the Shoenborn
Meeting Hall.
Approval of Minutes from Previous Meeting
Minutes from the regular meeting held on August 20th, were reviewed. On a motion by Trustee
Imboden, seconded by Trustee Baldino, the Board approved the minutes as provided by Clerk
Cleaveland. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye. Motion carried.
Treasurer’s Report
The Treasurer’s Report detailing $69,588.53 in bills for the month of August was audited by the
Board of Trustees. Trustee Baldino motioned to accept the Treasurer’s Report. Deputy Mayor
Shilling seconded the motion. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye.
Motion carried.
Deputy Mayor Shilling motioned to pay the bills. Trustee Baldino seconded the motion. All in
favor. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye. Motion carried.
Zoning Administrator/Building Inspector’s Report
Deputy Mayor Shilling read the report provided by Gary Beck. For the month of September, the
report detailed the following activities: Building Permits Reviewed: 7, Building Permits Issued:
6, Complaints: 1, Complaints Investigated: 1, Zoning/Property Maintenance Violations: 0,
Appearance Tickets: 0, Municipal Searches: 1, Inspections: 6, Code Enforcement Training
Provided by Z3, Fire Inspections – 1.
Regular Business
Resolution 36-2025 Accepting Village of Tivoli Justice Court Audit Fiscal Year Ended May
31, 2025. On a motion by Trustee Baldino, seconded by Deputy Mayor Shilling, the board
approved Resolution 36-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden: aye.
Motion carried.
Resolution 38-2025 Authorizing Rate Increase of Overnight Parking Permits for Municipal
Parking Lot Use. On a motion by Trustee Imboden, seconded by Deputy Mayor Shilling, the
Board approved Resolution 38-2025. Roll call: Majer: aye, Shilling: aye, Baldino: aye, Imboden:
aye. Motion carried.
Upcoming Meeting Dates
The next Board Meeting will be held Wednesday, October 15, 2025, at 7:00 PM at Historic Watts
dePeyster Hall, 86 Broadway, Tivoli NY 12583. The workshop meetings will take place at 6:00
PM on October 8, 2025, and October 15, 2025.
Tivoli Village Court Summary Report
Trustee Baldino read aloud the total money collected and remitted to State Comptroller during
the month of August. Fines: $920.00, Surcharges: $256.00, Civil Fees: $0.00 for a Total:
$1176.00.
Police Report
Trustee Baldino read aloud the totals for the Police Report provided by Red Hook Police for the
month of August. Incidents: 16, Uniform Traffic Tickets: 7, Parking Tickets: 1, Arrests: 1.
Other Business
Trustee Baldino made a motion to adjourn the meeting. Trustee Imboden seconded. All in favor.
Motion carried. The meeting was adjourned at 7:23 PM.
