A meeting of the Village Board of Trustees was held on September 17, 2014 at the Historic Watts DePeyster Hall, Tivoli, NY. Deputy
Mayor Griffith called the meeting to order at 7:05 pm.
Present: Deputy Mayor Griffith, Trustee Ezrati, Trustee Bruno, Trustee Schneider and Danielle Maloney of PANDA.
Absent: Mayor Cranna
Public: Glenn Baker, Leslie Baker, Peter Walsh, Kyle Adams, Susan Huyser, Matthew Kobalkin and Robert Lachman.
The Deputy Mayor asked all present to stand for the Pledge of Allegiance.
Deputy Mayor Griffith noted that a resolution authorizing amendment of the planning, zoning and code enforcement fee schedule for
the installation of bike racks has been added to the agenda.
On a motion by Trustee Ezrati, seconded by Trustee Schneider, the rules were suspended so that the public could address the Board
on agenda items only. Public comments centered on the location of the proposed bike rack. On a motion by Trustee Ezrati and
seconded by Trustee Schneider, the Board returned to regular business.
The Clerk’s report included:
- Sale of 539 trash tags
- Two payrolls
- One planning board workshop and meeting
- Continued to collect payments for water bills
- The Clerk’s office will be closed on October 13, 2014 for Columbus Day
On a motion by Trustee Schneider, seconded by Trustee Bruno, the Treasurer’s Report for Abstract 4, dated September 17, 2014, in
the amount of $29,727.75 was approved. The Treasurer’s Report is posted on the Village’s website each month. Trustee Ezrati moved
that the bills be paid as presented and Trustee Schneider seconded the motion, all in favor.
On a motion by Trustee Schneider and seconded by Trustee Ezrati, the minutes for the August 20, 2014 regular board meeting and
August 13, 2014 regular workshop were approved, all in favor.
Zoning Report – Trustee Ezrati
- Permits issued for the building of a fence and a residence rehab- no licensing fees collected
- Inspections for
o footings at the Callendar House
o framing a private residence
o final inspection at the Callendar House
o insulation inspection at 80-82 Broadway
o Final inspection at Catherine Wynne

- Events Report:

- Owner has requested demolition
- Heavily damaged due to tree damage on roof and left unattended
- Planning Board is reviewing the request for demolition
- Public hearing for demolition is on September 22 – public is welcome
o Mattress in a yard – was removed
o Oil tank in a yard – was removed
o Wood stove installation at Traghaven – barrier around stove suggested
o Letter sent to Friendship Street for violations associated with holding weddings on a site that does not have a special
o Site visit violation for a boat in a back yard and construction material
o A couple of locations with significant debris and unsafe materials in a yard
o Total of nine citations
o A number of building permits were closed out
On a motion by Trustee Schneider, seconded by Trustee Ezrati, a public hearing to hear comments and suggestions from
residents for the Village’s 2015 CDBG application was set for October 8, 2014 (during the regular workshop) at 6:00 pm, all in
favor. Awards for Memorial Park and sidewalk replacements have been received in the past. The replacement of the water line along
Broadway and water meter replacements are projects that were denied in the past.
On a motion by Trustee Bruno, seconded by Trustee Schneider, Morris Associates was authorized to serve as engineer for
the purpose of submitting a 2015 CDBG application to the Dutchess County Department of Planning and Development, all in
On a motion by Trustee Schneider, seconded by Trustee Bruno, the Justice Court Audit from June 1, 2012 to May 31, 2013
was accepted, all in favor. The scope of the audit was to review the court financial records to determine if monies were
properly accounted for.
On a motion by Trustee Ezrati, seconded by Trustee Schneider, a change order in the amount of $5,775 for the painting of the
crosswalks for the Four Corners CHIPS Project was approved, all in favor.
On a motion by Trustee Ezrati, seconded by Trustee Schneider, Resolution 13-2014, RESOLUTION AUTHORIZING
AMENDMENT OF PLANNING, ZONING AND CODE ENFORCEMENT FEE SCHEDULE, dated September 17, 2014 was approved,
all in favor. There will be no fee charge for the site plan review for an application to install a bike rack.
The next regular meeting will take place on October 15, 2014 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be
held at 6:00pm before the meeting. There will be a workshop on October 8, 2014 at the Historic Watts DePeyster Hall at 6:00pm.
- LOSAP Length of Service Award Program
o $500 is given annually to each firefighter who earns 50 points
o Points earned:
- Attendance at fire or rescue events
- Participation as officers of the fire company
- Meeting participation
- Attending training sessions
o 21 fire fighters participate in program
o $1,500 to those who are 65 years of age and are part of this program
o $108,000 invested so far
- Working with the ZEO to be sure he is aware of village issues
- Street Painting is Saturday, October 4, 2014
o Significant amount of donations have been received
o Sponsored by Mid-Hudson Arts Council and many local business and individuals
o Volunteers are welcome on the day of the event – painting the squares begins at 7:00 am.

o Rain date is usually the following weekend
- Eagle Scout has completed bench project in Memorial Park and will attend next month’s board meeting
- Working with Trustee Schneider on a Greenway Grant
o Original grant was for sidewalk design down to the river and Montgomery Street sidewalks
o Montgomery Street portion will be omitted and will focus on the sidewalks and seating which will have ADA
compliance to the river
o Village Historian Greg Moynahan has been consulted about lighting and maintaining historic aspects

o Consultants are following timeline
o Data collection piece has been wrapped up
o Data interpretation meeting is a public meeting on September 29 at 7:30 pm at the Red Hook Village Hall and will
discuss the committee’s work up to this point
o Report entitled “Interim Analysis of Existing Conditions, Department Structures and Shared Services” will be
o Resident input on report is encouraged
o Report is available and public comments are welcomed at redhook.rondoutcounsulting.com. Report may be

- Social characteristics
- Transportation characteristics
- Land use and development patterns
- Analysis of resources used by the departments

o Next committee meeting will be held on September 22 at 4:00 pm at the Red Hook Town Hall. Meetings are open to
the public but public input is not allowed at these meetings.

- Water System Operations Report
o No violations
o Testing every month
o Two different locations are tested monthly

- One water main break at the top of the second river hill on Broadway on August 30
- Green Committee meets each third Tuesday of the month at 5:30 pm at Village Hall

- Solar Energy Conference for Tivoli residents was held at Village Hall on September 9, 2014 at 7:00 pm
o 94 people attended
o Representatives from three different solar energy providers were there
o Representatives from NYSERDA were there – will also meet with the Village Board on ways to save money
o Residents who already have solar energy were there
o Refreshments served
- Four Corners Project
o Will be disruptive to traffic for approximately three days
o There will be flaggers and only one lane
- County donated bike racks have now been installed in Memorial Park
Public comments centered on road repairs by the county on Broadway, benches in the park, skateboard park, zoning enforcement of
items left in yards throughout the village and the removal process for removing the items and speeding on Broadway.
On a motion by Trustee Schneider, and seconded by Trustee Ezrati, the meeting was adjourned at 8:20 pm.
