A meeting of the Village Board of Trustees was held on August 21, 2013 at the American Legion, 8 Tivoli Commons, NY. Deputy
Mayor Griffith called the meeting to order at 7:00 pm.
Present: Deputy Mayor Griffith, Trustees Ezrati and Bruno, Attorney Christine Chale and PANDA film representative Steven Roberts.
Absent: Mayor Cranna and Trustee Schneider.
Public: David Cleaveland and Sam deMouy
The Deputy Mayor asked all present to stand for the Pledge of Allegiance.
Deputy Mayor Griffith announced a change to the agenda. The Board tabled the first item regarding the Village participating in the
Dutchess County Self-Insured Workers’ Compensation Plan deciding that more discussion was needed.
On a motion by Trustee Ezrati, seconded by Trustee Bruno, a motion was made to open the meeting to the public for comments on
agenda items only. There were no public comments. On a motion by Trustee Ezrati, seconded by Trustee Bruno, the public comment
portion was closed.
The Clerk’s report included the sale of 606 garbage tags, attendance of a Planning Board Meeting and Workshop and three payrolls.
The AUD was filed and the legal notice was published within 10 days. Five hundred Tivoli Yard Sale maps were prepared in the
Clerk’s office this year, saving the Village approximately $400. The Village will be using a new vendor for garbage tags this year and
will receive 2,000 more tags for the same price as last year.
Deputy Mayor Griffith presented the minutes of the July 17, 2013 Workshop Meeting and the July 17, 2013 Regular Board meeting. A
motion was made by Trustee Bruno, seconded by Trustee Ezrati to approve the minutes. The minutes were approved, all in favor.
Trustee Ezrati noted that Tivoli’s Street Painting Festival will be held on October 5, 2013. People may check the Village’s website for
more information and an artist application.
On a motion by Trustee Bruno, seconded by Trustee Ezrati, the Treasurer’s Report for Abstract 3, dated August 21, 2013, in the
amount of $88,664.43 was approved. Trustee Ezrati moved that the bills be paid as presented and Trustee Bruno seconded the
motion, all in favor.
None – the Zoning Enforcement Officer is on vacation
Deputy Mayor Griffith stated that there was correspondence received from a resident after July’s Board Meeting. It has been reviewed
by the Board and will be included in the minutes of this month’s Board meeting.
On a motion by Trustee Ezrati, seconded by Trustee Bruno, Resolution 30-2013, dated August 21, 2013, RESOLUTION FOR
AUTHORITY TO SIGN LEGAL DOCUMENTS IN CONNECTION WITH NEW YORK STATE PARKS GRANT was approved. Roll
call: Ezrati: aye, Griffith: aye, Bruno: aye, Schneider: absent, Cranna: absent. The grant is for $3,000 to offset the cost of a
wheelchair accessible swing in Memorial Park. This amended resolution was needed since the original resolution was for projects over
$50,000 and this grant is far below that amount.
Deputy Mayor Griffith stated that the Village will be applying for another Community Development Block Grant from Dutchess County
and wants to hear from residents about how they think the money should be spent. On a motion by Trustee Bruno, seconded by
Trustee Ezrati, a public hearing was set for September 11, 2013 at 6:10 pm at the American Legion, 8 Tivoli Commons, Tivoli, New
York to hear public comments. All in favor.
On a motion by Trustee Ezrati, seconded by Trustee Bruno, Resolution 31-2013, dated August 21, 2013, RESOLUTION
ESTABLISHING A DATE FOR A PUBLIC HEARING REGARDING THE ADOPTION BY THE VILLAGE BOARD OF THE VILLAGE
OF TIVOLI OF LOCAL LAW NO. 3 (PROPOSED) OF 2013 was approved. Roll call: Ezrati: aye, Griffith: aye, Bruno: aye,
Schneider: absent, Cranna: absent. The public hearing was set for September 11, 2013 at 6:00 pm at the American Legion, 8 Tivoli
Commons, Tivoli, New York to hear public comments. This law is for a no parking zone near the bus shelter on Pine Street.
The next Regular Meeting will take place on September 18, 2013 at 7:00pm at the American Legion. The workshop will be held at
6:00pm before the meeting. There will be a workshop on September 11, 2013 at the American Legion at 6:00pm.
Deputy Mayor Griffith:
- Court Report – fees collected in the amount of $2,645
- Water Report
o Water main break on July 3 near 32 Woods Road was quickly repaired
o Water quality is tested monthly and has a clean bill of health for July
o One well off in July
- Green Committee
o Plantings paid for by donations to the beautification fund were completed around the village
o Volunteers needed for future projects for the “Flower Brigade” – contact the Deputy Mayor
- Zoning Review Committee
o Meeting every Tuesday at 3:30 in Village Hall
o Using proceeds of a grant from Greenway to update Zoning
o Looking at laws regarding parking, lighting and site plan review process
o Members are Trustee Ezrati, Mark Bennett, Barbara Eichin, Jen Harris and Michele Greig
- Summer Rec
o Approved by Board of Health as a camp this year
o Program was lively and many kids attended
- Vandalism in Memorial Park
o Is disheartening and infuriating
o Board discussing ways to deal with it
o It will not be tolerated and the Village is working with law enforcement
o Residents should call D.C. Sheriff if they see anything
o The Firehouse, American Legion and Masonic Lodge donated supplies to resurface the Pavilion roof. The
Village DPW will complete the work.
- The Rec Committee and Library are planning programs for Halloween
- Library offers many programs for young people
- American Legion and Masonic Lodge have many good events
Trustee Ezrati stated that the Annual Yard Sale day this year was a great success and a great day.
Deputy Mayor Griffith commented on the current Community Development Block Grant. He stated that the contractor Sun Up will
begin work on the sidewalks after Labor Day and it should be completed 45 days from today. They will be working on various
sidewalks along Broadway and Washburn. Look out for the construction in the Village.
Public comments centered on the bus stop, the dock at the waterfront and the mowing of lawns.
On a motion by Trustee Bruno and seconded by Trustee Ezrati, the meeting was adjourned at 7:35 pm.
