A meeting of the Village Board of Trustees was held on May 16, 2012 at the Historic Watts dePeyster Hall. Mayor Cranna called the meeting to order at 7:03 p.m.
Present: Mayor Cranna, Deputy Mayor Leedy, Trustees Ezrati, Bruno and Griffith, Attorney Christine Chale and PANDA film representative Fred Cartier.
Public: Glenn Baker, Leslie Baker, Richard Schiafo and Radley Glasser.
The Mayor asked all present to stand for the Pledge of Allegiance.
Clerk’s Report: The Village Clerk’s office will be closed on May 28 in observance of Memorial Day.
Mayor Cranna presented the minutes of the April 18, 2012 Regular Board Meeting. On a motion by Deputy Mayor Leedy, seconded by Trustee Bruno, the minutes were approved, all in favor. The Mayor then presented the minutes for the Interim Special Board Meeting April 30, 2012 minutes. On a motion by Trustee Griffith, seconded by Trustee Ezrati, the minutes were approved, all in favor.
Mayor Cranna presented the May 2012 Treasurer’s Report. On a motion by Trustee Bruno, seconded by Trustee Ezrati, the Treasurer’s Report was accepted, all in favor. Mayor Cranna presented Voucher Detail Report #12, in the amount of $44,798.16. Mayor Cranna asked for a motion to pay the current Village bills. Deputy Mayor Leedy moved that the bills be paid as presented and Trustee Griffith seconded the motion. The motion passed by voice vote.
Trustee Ezrati reviewed the Planning/Zoning Report stating there were seven building permits issued for a total of $200.
On a motion by Deputy Mayor Leedy, seconded by Trustee Ezrati, the 2012/2013 Tax Warrant in the amount of $420,075 was approved, all in favor.
Mayor Cranna presented Resolution 12-2012, Resolution Authorizing the Solicitation of Public Quoted for the Oil and Propane Price and Service Contracts. On a motion by Trustee Bruno, seconded by Trustee Griffith, the resolution was approved, all in favor.
Mayor Cranna stated that the Zoning Review Committee was established as a follow-up to the Architectural Review Committee. Former Mayor Cordier Chairs the committee whose members include Trustee Ezrati, Martin Clarke, Mark Bennett and Jennifer Harris. Consultants for the committee include John Clark, Michele Greig and Attorney Victoria Polidoro. Mayor Cranna presented Resolution 13-2012, Establishing a Date for a Public Hearing Regarding the Adoption by the Village Board of the Village of Tivoli of Local Law No. 2 (Proposed) of 2012. A local law placing a six-month moratorium on all applications and permits in the RB district except for one and two family dwellings. The date of the Public Hearing will be June 13, 2012 at 6:00 pm at the Historic Watts dePeyster Hall. On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, the resolution was approved, all in favor.
Deputy Mayor Leedy:
- Some well pumps and motors have been replaced
- Will review sidewalk replacement with the Village Engineer – will maintain historical character of walks and will be paidwith funds from a grant
Mayor Cranna spoke about the CDBG grant for Memorial Park. The work has been delayed as Dutchess County Planning has reviewed plans that were submitted to make the park more handicapped accessible. Work should begin by the beginning of June and must be completed by the end of August. The bidding process for the actual work will also begin soon.
Service Award Program
- Final application has been completed and submitted to Penflex
- 21 firefighters eligible – several 18 year olds in the groupPlanning Board
- Four businesses have applied for permits
- Board has six members now
- Donna Matthews and John Hallstein are new membersZoning Board of Appeals
- A public hearing was held in April
- No meeting in May as there will not be a quorum as there are only three members and the Chair will be on a maternityleave of absence
- The next meeting will be held in June
Mayor Cranna thanked the Chair, Laura Gail Tyler for her professional handling of Zoning Board matters
Memorial Park Repairs
- Dates of the Summer Rec Program and Tivoli will be announced when the repairs are begun
- Beef Barbeque Fundraiser Dinner on May 19 for the benefit of the Monument Bench Fund
- Tivoli Library
o Plant Swap was held May 12
o Expanding hours for the summer
- Court Report
o $2315 in fines
- Annual Village Clean Up Day was held on May 6 – thanks to Trustee Bruno and sponsors for food. A few people did alot of work.
- Community Garden
o Thanks to community members and DPW for their work at the garden
Trustee Ezrati said the Red Hook Bi-Centennial celebrations have begun. She will be attending the Historic House and Barn
Tour on May 19 which will begin at the Elmendorph Inn.
The next Regular Meeting will take place June 20, 2012 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be
held at 6:00pm before the meeting. There will be a workshop held June 13, 2012 at Village Hall at 6:00pm.
Public Comments centered on The Zoning Review Committee.
On a motion by Deputy Mayor Leedy and seconded by Trustee Bruno, the meeting was adjourned at 7:30 pm.
