A meeting of the Village Board of Trustees was held on November 20, 2012 at the Historic Watts dePeyster Hall. Mayor Cranna called the meeting
to order at 7:07 p.m.
Present: Mayor Cranna, Deputy Mayor Leedy, Trustees Ezrati, Bruno and Griffith, Attorney Christine Chale and PANDA film representative Steven
Roberts.
Public: Tom Mabe, David Bruno, Village Engineer Ron Evangelista, Fred Cartier and Radley Glasser.
The Mayor asked all present to stand for the Pledge of Allegiance.
On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, at the Board of Trustees workshop held on November 14, 20012, change
orders for the 2011 CDBG Memorial Park grant were approved, all in favor.
Commander Tom Mabe of the Harris Smith Post of the American Legion reported that funds raised by them were used in conjunction with donations
received by the Village of Tivoli to purchase and install two engraved benches for Monument Hill. The benches were in place in time for `the
Veteran’s Day ceremonies held on November 11, 2012. He stated the project began two years ago and thanked the Mayor and Trustee Bruno for
their assistance. Commander Mabe also spoke about a golf tournament held by the legion post which raised over $6,000 that has been donated to
local food pantries including 100 Thanksgiving dinners which are delivered to local families with St. Paul’s Church. They are also planning to
prepare and deliver ham dinners for Christmas.
The Clerk’s report included the sale of 511 trash tags, preparation of 475 water/sewer bills and the expanded village newsletter, close out of the
Clean Air Grant (compost bins), ongoing administration of four existing grants, finalized collection of 2012 real estate taxes and sent unpaid balance
to Dutchess County, and hosted the general elections on November 6. The Village offices will be closed at noon on November 21 through
November 25 in observance of the Thanksgiving holiday.
Mayor Cranna presented the minutes of the October 17, 2012 regular board meeting. A motion was made by Deputy Mayor Leedy, seconded by
Trustee Griffith to approve the minutes. After a brief discussion, the minutes were approved, all in favor. Mayor Cranna then presented minutes for
the 2013 Dutchess County Community Development Block Grant Program Public Hearing held on October 17, 2012. A motion was made by Deputy
Mayor Leedy, and seconded by Trustee Bruno to approve the minutes. After a brief discussion, the minutes were approved, all in favor.
Mayor Cranna presented the Treasurer’s Report for Abstract 6, dated November 20, 2012 in the amount of $130,553.62. On a motion by Trustee
Griffith, seconded by Trustee Bruno, the Treasurer’s Report was approved, all in favor. Mayor Cranna asked for a motion to pay the current Village
bills. Deputy Mayor Leedy moved that the bills be paid as presented and Trustee Griffith seconded the motion, all in favor.
Trustee Ezrati reviewed the Planning/Zoning Report stating there were several building permits with fees of $795 collected and two inspections for
the property recently subdivided at 23 Broadway.
The Board reviewed the bids to authorize an engineer to oversee CDBG 2012 (sidewalks) grant. Two bids were received: Fusco
Engineering and Land Surveying and Morris Associates. On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, Morris
Associates was determined to be the best value for the village. A roll call vote was taken. Leedy: aye, Ezrati: aye, Bruno: aye, Griffith: aye,
Cranna: aye.
Village Engineer Evangelista reported:
- An extension has been requested through Dutchess County Planning for the 2011 CDBG Memorial Park project due to weather – approval
is pending
- Change orders for the project were presented and approved at the board workshop for the bathroom doors and misc items
- Extensions for both contractors have been approved by Dutchess County Planning
- Trustee Bruno, local volunteers and DPW have been working at the park also
- 2012 CDBG Sidewalk Grant
o Deputy Mayor Leedy and Trustee Griffith have reviewed the project
o Application for $150,000 – $100,000 was approved
o Purpose of the project is to replace sidewalks that are in disrepair
o Sidewalks near Kaatsbaan are being reviewed by the State Historic Preservation Office to determine if the slate should be
changed from slate to concrete.
- Greenway grant is in the planning stages only
Trustee Ezrati recommended the Board Members do a walkthrough at Memorial Park before their next workshop.
On a motion by Deputy Mayor Leedy, seconded by Trustee Griffith, Resolution 26-2012, dated November 20, 2012 a Resolution
Authorizing the Execution of a License Agreement Between American Society of Composers, Authors and Publishers and the Village of
Tivoli. A roll call vote was taken. Leedy: aye, Ezrati: aye, Bruno: aye, Griffith: aye, Cranna: aye.
Mayor Cranna spoke about pending legislation for (proposed) Local Law D-2012, A Local Law to Require Registration of a Landlord’s Agent:
- Absentee Landlords negatively impact the village
- Board of Trustees have been contacting the zoning officers about violations
- Both absentee and local property owners should monitor their properties
- Landlords who live outside of Dutchess, Ulster and/or Columbia County need to appoint an agent to monitor the property
- The Zoning Officer’s frequency of inspections will increase and include multifamily properties which also need to conform to local code to
ensure safety for renters
- Proposed law will be posted on the Village’s website and in Village Hall. The Board will continue to move forward and a public hearing will
be set in January.
On a Motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, the 2013 Village of Tivoli Holiday Schedule, was approved, all in favor.
On a motion by Trustee Ezrati, seconded by Deputy Mayor Leedy, the Treasurer was authorized to close an escrow account held for fees
incurred for Murrays, located at 76 Broadway, all in favor.
The next Regular Meeting will take place December 19, 2012 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm
before the meeting. There will be a workshop December 12, 2012 at Village Hall at 6:00pm.
Trustee Reports:
Deputy Mayor Leedy:
- Water Report
o Well Report
o Water mains were flushed in October
o No water main breaks
o Sewer system is running good
o No issues with garbage pick-up
Trustee Ezrati:
- LOSAP Program earnings are steady at 9.5%
- Historic Landmark District is being reviewed
o Greenway Grant will be applied for
o Street Painting
- Expenses were covered by donations and Dutchess County Arts Council Grant Funds
- Regular donors increased funding
- 400 participants – 237 registered artists – 117 were Tivolians
- Photos of the event are on the Red Hook Observer Website
- Music and good weather
Trustee Bruno:
- Winterfest
o December 8 from 3-5 pm
o Crafts Fair, crafts for kids, carolers, hand bell choir, refreshments, a visit from Santa, horse and carriage rides and the tree
lighting
- Halloween Parties
o Both Parties a success
- Library Programs
o Various programs – call them with questions
Trustee Griffith:
- Attended Halloween party – noted it was well attended and bands were good
- Court Report – net fees collected in the amount of $355
- Library Event for Tivoli Village Historian Bernard Tieger’s new book: Tivoli – The Making of a Community.

Mayor Cranna thanked Tivoli Fire Department Chief Marc Hildenbrand and three members who went to the NYC area to assist other fire
departments after Hurricane Sandy. Ginny LaBarbara coordinated the use of a large truck with Chuck Mead and was able to collect a significant
amount of supplies for hurricane victims also.
There were no comments from the public.
On a motion by Trustee Griffith and seconded by Deputy Mayor Leedy, the meeting was adjourned in honor of Anna Moore, Village Election
Inspector at 7:53 pm.
